Kepler is no longer supported. The MaxPermSize option for JVMs is also unsupported on modern releases of Java. You can edit the eclipse.ini file to remove that line, but it's not the only incompatibility with modern releases of Java. The current supported release is 2021-12 from https://www.eclipse.org/downloads/packages/release/2021-12/r/eclipse-ide-enterprise-java-and-web-developers .
