The Human Services Career Advancement Scholarship is the City of New York’s landmark program for offering eligible human services workers an opportunity to advance in their careers by earning a CUNY degree or a social work license.  At the same time, this scholarship program will help create a pipeline of qualified individuals to fill higher-level positions at human services organizations.  CUNY and the NYC Mayor’s Office of Workforce Development have partnered to offer this program exclusively to workers at eligible organizations that hold human services contracts with the City of New York.

Through this program, eligible human services workers can apply for a scholarship to complete an Associate, Bachelor’s, or Master’s degree at CUNY or apply to participate in a test prep class for individuals with a Master’s of Social Work (MSW) who have not yet earned their license.

Why Human Services?

Human services workers play a critical role in ensuring New Yorkers have access to the services they need. They operate homeless shelters, manage senior centers, support youth in summer jobs, connect people to permanent employment, ensure the welfare of children, and so much more. Yet, because many human services organizations cannot afford to invest in professional development, these workers may not have easy access to opportunities that help them advance in their careers.

The City conducted research into career advancement opportunities in the human services sector.  One of the primary findings, validated by representatives from providers and City agencies, was that earning a post secondary degree – at either the undergraduate or graduate level – was often key to advancement within the sector.  Another discovery was that government regulations are increasingly requiring Licensed Master Social Workers (LMSW), yet many social workers have never earned this license.

Types of Scholarships

The Human Services Career Advancement Scholarship will cover a maximum of 50% of total tuition costs at a participating CUNY college.  In order to calculate the amount of scholarship available to a student, we will apply other grants or scholarships first.  If other grants and scholarships cover less than half of the tuition, then the scholarship will cover exactly 50% of tuition.  If other grants and scholarships cover more than half of the tuition, then the scholarship will cover the full remaining amount.  (See an example.)  This method will be applied each semester the student participates in the scholarship program.

Students pursuing an undergraduate degree can apply the scholarship to any major at one of these participating colleges:

To be eligible, an applicant must:

  • Be a resident of New York State.
  • Be currently employed by an eligible provider organization.
  • Have at least one year of experience in the human services sector. Priority will be given to candidates with three or more years of experience.
  • Have previously earned college credits (Bachelor’s degree) or can demonstrate a plan to finish their degree in 3 years (Associate’s degree). Priority for Bachelor’s degree applicants will be given to those who have earned at least 60 credits towards a Bachelor’s degree. Priority for Associate’s degree applicants will be given to those who have prior college credit or have demonstrated a thorough understanding of their degree requirements.
  • Have written commitment from senior leadership in their organization supporting their participation.

Individuals currently enrolled in a degree program, or who were enrolled in a degree program in one of the previous two semesters, are not eligible. Residents of other states and employees of the City of New York are also not eligible for this program.

This scholarship will enable eligible participants to enroll in a test prep class, offered by the Silberman School of Social Work at Hunter College, that will help them prepare for the social work license exam.  Classes and class materials will be free of charge.  The scholarship will also cover the cost of the licensure exam and, for those who successfully pass, the social work licensure fee.

An eligible provider organization must:

  1. Be a nonprofit organization that provides human services to people in New York City.
  2. Have one or more active human services contracts with at least one of the following City of New York agencies:
    • Administration for Children’s Services
    • Department for the Aging
    • Department of Health and Mental Hygiene
    • Department of Homeless Services
    • Department of Youth and Community Development
    • Human Resources Administration
    • Small Business ServicesThese City agencies participate in the HireNYC: Human Services initiative, which leverages the City’s purchasing power to create job opportunities for New Yorkers.
  3. Have an annual staffing budget of at least $250,000 across all human services contracts held with any of the City agencies listed above.

There is no limit to the number of people who can apply for this scholarship program.  Consequently, provider organizations should encourage as many to apply as possible.  However, we will limit the number of scholarships we award to no more than five scholarships per organizations at any point in time.

The maximum amount of the scholarship is $15,000 (50% of the $30,000 tuition).  In Scenario #1, Ramon receives $10,000 in other grants and scholarships, leaving him with a balance of $20,000.  As a result, he will receive the maximum scholarship amount of $15,000 and he will still owe $5,000 in tuition.  In Scenario #2, Rosalie receives $20,000 in other grants and scholarships, leaving her with a balance of $10,000.  Since this amount is less than the maximum scholarship amount, the scholarship will cover the full remaining amount of $10,000, leaving her with a balance of $0 in tuition.

In order to be eligible for the degree scholarship program or the LMSW test prep class, an individual must obtain a written commitment using this template letter from a senior leader or their human resource department in their organization. The letter must:

  • Make the case for the candidate. Letters should describe the unique qualities and experience of the individual scholarship applicant.
  • Confirm the organization’s support for the staff person’s application for a scholarship or for entry into the LMSW test prep class.
  • State a willingness to provide schedule flexibility, which may include leaving work early, providing a technology interface to participate in distance learning, or other logistical accommodations.
  • Express a willingness to consider promoting the staff person into an appropriate position they would become qualified for upon completing a degree or earning the LMSW license.
