Mulkey earned his B.S. in public policy from Georgia State University. He is the founder of a nonprofit organization called New Atlanta Inc.[1]

The city of Atlanta, Georgia, held a general election for mayor, city council president, three at large council members, 13 by district council members, and two city judges on November 7, 2017.[2] Amir Farokhi defeated Lauren Welsh, Zelda Jackson, Stephon Ferguson, and Nicholas Mulkey in the general election for District 2 seat on the city council.[3]

Homelessness
As your City Councilman, I will do the following:

  • Support the city’s future Strategic Plan to address homelessness
  • Advocate for the creation of a city controlled non-profit organization that will support the coordinated efforts in the following ways:
    • Provides and maintains a fleet of vehicles that will be used to find and transport homeless individuals directly to service providers that serve as the first step in the recovery process.
    • Houses the central database and case management system to be used by all providers within the comprehensive plan.
    • Coordinates the various groups and organizations who street feed the homeless into a comprehensive meal plan that will enable the service providers to offer housing, services, and food for the individuals seeking assistance.
  • Advocate creating a requirement that any corporation that receives public funding from the City of Atlanta or Invest Atlanta, must dedicate a portion of their charitable givings to this non-profit.

Planning & Urban Design
As your City Councilman, I will do the following:

  • Support the Planning Commissioner’s “Beloved City” vision for the city.
  • Advocate for the city to truly embrace the “City in the Forest” theme by incorporating green features and programs such as the following.
    • Green walls and green roofs
    • Sky parks
  • Support the creation of a Property Accessed Clean Energy (PACE) program in Atlanta.
  • Advocate for the creation of parks, plazas, statues, and fountains of significant scale.
  • Explore the possibility of implementing a citywide kiosk system that allows for visitors and residents to access city information wherever they are.
  • Explore resources that can be used to help Atlanta synchronize and maintain its streetscapes on a routine basis.
  • Promote dense, mixed use, mixed-income, alternative transit oriented, and environmentally responsible developments.
  • Eliminate parking minimums and require that developers produce an alternative transit plan that would detail how they intend for building occupants to connect and use alternative transportation.
  • Advocate for the creation of a quality of life index for the city.
  • Advocate for the adoption of an “artisan manufacturing” land-use designation similar to that of Nashville, to enable our craftsmen and artisans, to live where they work.
  • Advocate for the adoption of a robust street vending program
  • Advocate for the creation of an International District downtown that would seek to centralize the international community of the region, in town, via supportive housing, culture centers and museums, and incentives.

Housing & Commercial Affordability
As your City Councilman, I will do the following:

  • Advocate for the adoption of a city-wide inclusionary zoning policy that does not have a buy-out provision
  • Advocate for resources dedicated to supporting modular construction. Through pre-fabricated modular construction, developers can provide quality affordable housing units in large numbers, while being able to retain the same economic margins of a traditional project.
  • Advocate for resources to be dedicated to housing that supports specific groups such as artist housing, teachers’ villages, and graduate student housing.
  • Advocate for the development of micro-units.
  • Explore how the city can provide resources to support housing for those individuals at and below the 50% AMI threshold.
  • Advocate for the creation of a small business retention fund that will help “mom and pops” shops absorb lease rate increases.[4][5]
