TV-MA Shows that should be TV-14, TV-PG and TV-Y7 FV
Themes
The TV Parental Guidelines doesn't really have themes as one of its classifiable elements (with the exception of Suggestive Themes), but it may classify it anyway. Examples can be horror themes, sexual themes, suggestive themes and violent themes. An example is the Five Nights at Freddy's series: the TV-shows are usually rated TV-14 for fantasy violence. Fantasy violence could be accommodated at a lower rating (TV-Y7 FV and TV-PG) but the TV Parental Guidelines secretly rated it based on its themes too; the themes just don't show up on the Content Descriptor box.
Violence
Since 2006 TV-Y, TV-Y7 and TV-G can only have mild unrealistic violence (e.g. Mild Fantasy Violence/Mild Cartoon Violence). TV-Y7 FV and TV-PG rated TV-shows can have Mild Violence and standard Fantasy Violence and Cartoon Violence descriptors. While some TV-Y7 FV and TV-PG rated Movies can have mild blood (and in some rare cases, TV-Y, TV-Y7 and TV-G rated TV-shows may have blood without violence), Blood (and Gore) is restricted to a TV-14 rating or higher. Gore may only be present in TV-14 rated TV-shows if the gore is stylized or cartoony, and if it is viewed from a perspective other than first-person.
Sex
One TV-show with sexual content, however, got rated TV-14.

The TV Parental Guidelines is very strict with nudity. TV-Shows with partial nudity is allowed in TV-14 rated TV-shows and above.
Offensive language
The TV Parental Guidelines allows religious language for TV-Y, TV-Y7 and TV-G rated TV-shows ("damn", "hell"), mild language for TV-Y7 FV and TV-PG rated TV-shows ("b*tch", "crap", "bastard", "piss", "ass", "frick"), slightly stronger language at the TV-14 rating ("s**t", "a*shole", "d**k", "p***y", "pr**k", "n**ga") and some racial slurs.
