Irresponsible citizens burning trees and garbage

People here are irresponsible to a level that in the moment when Delhi is choking due to pollution they have even started burning tree leaves and garbage. When we ask them to stop, they say it is the fault of the municipality which doesn't clean roads. Our councillor know about the situation but even he doesn't respond to it.
