ROADSIDE DUMPYARD

Every once a week some unscrupulous builder/Contractor in the dark of night dumps a truckload of debris on the roadside and flees. Several complaints and perhaps FIRs haven't yielded any clues of the culprit. Or mybe the intent to trace is missing. Surprisingly, this is going on for about 2 years now. Will the authorities wake and take cognizance?
