First discuss with team members especially new members about how to assess their potential and give them tasks based on their assessments and observe carefully their behaviour in different situations and how they behave under pressure and how they are effective. Then share your assessments to them with each of them respectively to come to common understanding of strong skills and potential for each team member and assign project's tasks based on that.

When we review skills and abilities we often assess skills and weaknesses. I suggest looking at it as skills that are developed and future skills that will be developed. For current skills - delegate with trust. Provide regular time to discuss and engage - trust means that the delegatee sets the agenda and discussion. As a mentor you can add views but do not manage. For skills that need to be developed - delegate with support. More frequent meetings. Again give them the floor. Make sure they feel safe to make mistakes (learning requires this). Discuss options and provide input - but guide and not control. This delegation builds.
