Conditions of Employment

• You must be a U.S. citizen to apply for this position.

• This position is eligible for situational-only telework based on agency policy.
• Must successfully pass a background investigation to access, safeguard, and store classified national security information on a regular basis.
• Must be able to obtain and maintain a Secret (2N – Non-Critical Sensitive, Moderate Risk) security clearance.
• Weekends and federal holidays may be required.
• Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
• Must possess and maintain a valid driver's license to conduct official government business.
• Travel of 25% or less may be required.
• Overtime may be required.

Basic Educaton Requirements

Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. Must be annotated in your resume.

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

In addition to the basic education requirement, you must meet the specialized experience.

GS-13

You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Coordinating, or monitoring community planning projects or studies or carrying out operating assignments; and evaluating and/or overseeing community planning and program development processes at a local, regional, state, or national level

GS-14

You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Evaluating and/or overseeing community planning and program development processes at a local, regional, state, or national level

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications; applicant's resumes and supporting documentation should only reflect education received from schools accredited by such institutions. This position may be filled at the GS-13 or GS-14 level. If selection is made at the GS-13 level, promotion to the GS-14 level may occur without further competition.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. Work Environment

The work is performed in an office setting although some travel may be required. Position may be required to drive a government-owned or government-leased vehicle to perform duties at locations on and off-site.
