Job description – Director of Purchasing

Role Description:

Derecktor is looking for a full-time Director of Purchasing. This position is responsible for planning, developing, and implementing purchasing policies across all three yards, as well as completing the purchasing duties for the worksite. They are also responsible for locating suppliers, purchasing equipment, materials, and services. They will select and negotiate terms with suppliers; work with project managers and production to secure timely parts needed; return and credit for unused parts; ensure inventory system is kept up to date and accurately reflect assets on hand. This role will report to the CFO and can be based in Fort Pierce, FL or Mamaroneck, NY.

 

Essential Duties and Responsibilities:

These shall include, but not necessarily be limited to, the following:

             

·         Create and implement purchasing policies and procedures for all three yards.

·         Ensure purchases align with the organization’s financial goals.

·         Establish an inventory management system to track the delivery and purchase of goods for the company.

·         Identify opportunity areas such as product standardization and supplier consolidation to reduce costs while improving quality and service levels.

·         Seek out and evaluate suppliers by considering their price, quality, and availability.

·         Work with suppliers to schedule delivery times and resolve shipping errors.

·         Select products for purchase by testing, observing, or examining items.

·         Estimate values according to knowledge of market price.

·         Determine method of procurement such as direct purchase or bid.

·         Prepare purchase orders or bid requests.

·         Review bid proposals and negotiate contracts within budgetary limitations and scope of authority.

·         Maintain manual or computerized procurement records, such as items or services purchased, costs, delivery, product quality or performance, and inventories.

·         Discuss defective or unacceptable goods or services with users, vendors, and others to determine source of trouble and take corrective action.

·         Conduct special surveys of purchasing needs for new construction, and service projects to obtain favorable discounts.

·         Purchase equipment, materials, and/or services requiring extensive technical knowledge of sources of supplies, interpretation of specifications and viable substitutions.

·         Oversee all inventory control, reports, shortages. Determine appropriate inventory levels.

·         Supply room control and maintenance e.g., maintaining accurate and orderly inventory; supervises supply room person.

·         Research new materials, new sources and determine the following:

1) Usefulness

2) Cost-effectiveness

3) Lead time

·         Maintain and constantly update catalogue files.

·         Maintain collection of manuals for all machinery purchased.

·         Attend production/service meeting, with necessary information on pending orders.

·         Maintain necessary records for follow-up action or for specific vessel related requirements i.e., metal weights, cost savings, etc.

·         Interact and liaise with ALL other departments within the shipyard to ensure their requirements are met in a timely and planned manner.

·         Maintain adequate stocks of office essentials i.e., print cartridges, photocopy paper etc.

·         Work with Operations to ensure goods held for stock are current to requirements and levels maintained are suitable.

·         Pick-up parts as needed.

·         Other duties as assigned.

 

Knowledge, Skills, and Abilities:

·         Skill in the preparation of highly complex technical specifications bids and proposals

·         Negotiation Skills

·         Ability to effectively communicate both written and verbally.

·         Analytical Skills

·         Interpersonal Skills

·         Knowledge of purchasing principles and procedures, purchasing and contract law.

·         Multi-tasking

·         Ability to effectively lead and manage a team.

·         Must be proficient in Excel.

·         Knowledge of Pier Vantage a plus

 

Required Qualifications:

·         Must be self-motivated, demonstrate initiative, and be able to work independently or with minimal supervision.

 

Minimum Education:

·         Bachelor's degree

·         Certified Professional in Supply Management (CPSM) preferred or 7 years of related experience

 

Work Environment Summary:

·         Applicant may be subject to environmental conditions such as cold, heat, exposure to noise, hazards, and confined spaces/close quarters.

·         Applicant must be able to access all areas of the shipyard and company property including docks. Shipyard work is often noisy and dirty.

The employee must regularly lift and/or move up to 25 pounds, and occasionally with the help of a co-worker lift and/or move more than fifty pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Handling and moving objects, using hands and arms in handling, installing, positioning, and moving materials, and manipulating things.
