JOB PURPOSE:

The Program Director provides leadership to a team responsible for program oversight and program delivery. The Director ensures the development, implementation, operation, and evaluation of program practices. S/he ensures the effectiveness and quality of all services through monitoring, data management, financial management, research, evaluation, supervision, and the development and enhancement of program efficiencies. The Director provides sound training of staff and community members using a trauma-informed and strength-based approach. In close collaboration with the Regional Director, this position will liaise with key stakeholders, including program funders and federal government agencies. S/he must always maintain positive relationships with Endeavors partners and internal support departments. Familiarity with domestic violence programs, beneficial.

Essential Job Responsibilities

Responsible for the day-to-day operations and oversight of assigned domestic violence (DV) programs:

  • Implements change of program policies and procedures as needed to meet program objectives and customer needs.
  • Promotes the success and reputation of the housing programs.
  • Identifies community needs and opportunities for program expansion and growth.
  • Maintains open lines of communication with funders, referring agencies, supportive services providers, client families, and community collaborations.
  • Schedules periodic meetings and provides ongoing feedback and updates to program staff.
  • Ensures all customer concerns are resolved in a timely and satisfactory manner.
  • Supervises direct reports:
  • Interviews, hires, trains, and mentors staff in best practices, policies, and procedures.
  • Monitors performance and documents as necessary, provides ongoing feedback and timely evaluations.
  • Develops staff for advancement and to ensure continuity of program.
  • Prepares and manages annual program budgets.
  • Operate programs in an efficient, cost-effective manner.
  • Implements cost containment as needed to stay within budget parameters.
  • Ensures grant deliverables are met and reported accurately and on time.
  • Ensures all reports required by our funders are submitted timely, including: performance reports, accounting reports, budget reports, and quarterly reports.
  • Monitors quality and effectiveness of program services and tracks the program's performance and deliverables.
  • Provides on-going program evaluation, data tracking, and reporting to provide recommendations to the Regional Director of Domestic Violence Programs for continuous growth, quality, and contract requirements.
  • Documents weekly, submits end of month reports, and monitors and updates data tracking.
  • Presents program updates, challenges, successes, and recommendations to leadership on a minimum of monthly basis.
  • Stays current in the field of Homelessness, Mental Health, Children’s Issues, and related social services.
  • Networks with other professionals in the field.
  • Reads related periodicals and websites.
  • Attends training to enhance knowledge and training skills.
  • Other duties as assigned.

Qualifications

ESSENTIAL QUALIFICATIONS:

EDUCATION: Bachelor’s degree in psychology, or Program Management, or Business or Public Administration, or equivalent in years of experience in shelter management.

Experience

  • Prefer 5+ years in an upper-level management position.
  • Prefer 3+ years developing and managing $1MM+ program budgets.
  • Prefer 3+ years’ experience with those with mental illness, homeless in residential or shelter settings, parenting issues, substance abuse recovery.
  • Prefer experience in shelter management.
  • Prefer experience in managing HUD supportive housing contracts, technical E-Snaps, Sage, HMIS, New Project and Renewal Project submissions.
  • Prefer experience/background working with regional housing CoC’s, regional or local governmental agencies managing ESG, CDBG, Cares Act, ARP, TCAC, etc.
  • Prefer Project Management Professional background/certification.
  • 3+ years progressive managerial experience with increasing roles and responsibilities related to program development, management, evaluation, and supervision.
  • Experience in administering and overseeing grants, including proposal development, cooperative agreement compliance, reporting, and budget oversight.
  • Experience in developing and providing support, technical assistance, and content-related training to local sub-grantees, service providers, and/or internal staff.
  • Experience in developing, executing, and evaluating new programs. Ability to evaluate data to identify trends and foresee programmatic implications.

ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer’s sole discretion.

LICENSES: Driver’s License with clear record.

VEHICLE: Must have daily use of a vehicle without prior notice.

OTHER: Must be available and willing to travel to various locations and with such frequency as the business need dictates. Must be available and willing to work nights, weekends and holidays as required to meet business needs. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others.

TRAVEL: Access to a vehicle, insurance, and willingness to drive to off-site locations highly preferred. Able and willing to travel locally and nationally up to 25% of time.

WORK LOCATION: Hybrid – the Director will work from home in a virtual capacity and/or transition to an on-site location and must reside in Texas with a program focus in Pecos and San Antonio areas.
