*SALARY RANGE: $90.72 - $92.00/Hour


ORAU is seeking a Fully Remote, Senior Advisor, Behavioral Health to work with CMMI as an ORAU employee. The Senior Advisor will work with Innovation in Behavioral Health Models (IBH) and Maternal Opioid Misuse Model (MOM). This exciting work will last one or more years, and the successful candidate will become a temporary employee of ORAU assigned to the Centers for Medicare and Medicaid Services Innovation (CMMI). This position is full-time at 40 hours per week.


CMMI was established by Congress in 2010 to identify ways to improve health-care quality and reduce costs in the Medicare, Medicaid, and Children’s Health Insurance (CHIP) Program. Following this charge, CMMI, through its models, initiatives and Congressionally-mandated demonstrations, has accelerated the shift from a health care system that pays for volume to one that pays for value. CMMI models are also researching and testing different approaches to innovative information technology systems which are essential to supporting this value transformation.

Responsibilities

This position is intended to provide expertise in payment and care delivery strategies for delivering integrated care in behavioral health settings. The expert will help the Innovation in Behavioral Health Model team in their work with planning Medicaid alternative payment models. The expert will also advise the Innovation in Behavioral Health Model team in the technical assistance they provide to states about recruiting and equipping behavioral health practices to deliver integrated care.

  • Review top state applications and make recommendations to the IBH Model team about the viability of complex plans for Medicaid alternative payment models in unique and varied contexts.
  • Advise the team in developing new model policies related to implementing integrated care in behavioral health settings.
  • Provide guidance on initiating state relationships and supporting states during the first phase of the pre-implementation period.
  • Participate in weekly calls with model teams to provide expertise.
  • Review and provide input on model FAQs and documents.
  • Review and provide input on Terms and Conditions, Requests for Application, and Participant Agreements.
  • Review and provide input to CMMI on questions of feasibility that the model team identifies while reviewing IBH applications.
  • Participate in weekly calls with team and learning contractor.
  • Participate in monthly project officer calls with states.
  • Review existing state sustainability plans.
  • Review evidence on Medicaid payment strategies for peers and community health workers.

Qualifications

Master’s degree in a related field and more than 10 years of experience

  • Experience designing or implementing value-based payment models in behavioral health settings. Payer experience is a plus.
  • In-depth knowledge of Medicaid and Medicare billing and payment for mental health and substance use disorder services, ideally experience from a State Medicaid Agency perspective. Multistate experience is a plus.
  • In-depth knowledge of clinical models for delivering integrated care (physical health, behavioral health, and health-related social needs).
  • Familiarity with Medicaid and Medicare claims data and reporting.
  • Familiarity working with or knowledge of CMS Innovation Center models.
  • Experience with Data/Measures/Reporting approach is a plus.


*The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
