FLSA Status: Exempt, 1.0 FTE

COMPENSATION: $70,000 per year

Position Description

This position is responsible for supporting the direction and growth of Latino Network’s Health and Wellness Programs, working closely with the Director of the department to provide critical internal and external higher-level leadership. In collaboration and with oversight from the Director, this position provides supervision, coaching and mentoring to department managers; co-develops and oversees programs to promote the health and well-being of our children, youth and families in line with the Department’s vision; ensures programs meet their projected outcomes and monitors program effectiveness; ensures compliance with assigned program funding requirements and regulations; and cultivates strategic partnerships. This key agency role supports the Director to lead a dynamic and highly collaborative and growing Health and Wellness department by performing the following duties.

Responsibilities

  • Supervises Program Manager(s) of the Health and Wellness department for assigned programs. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Specific Supervisory responsibilities include interviewing, hiring, training, planning, assigning, and directing work to meet program and department goals in alignment with the organization’s mission and values; appraising performance; recognizing and rewarding employees; carrying out any necessary corrective actions; addressing complaints and resolving problems.
  • Co-develops and oversees programs to promote the health and well-being of our children, youth and families in line with the Department’s vision.
  • Supports the department Director by overseeing and ensuring assigned Health and Wellness programs meet their projected outcomes and monitors program effectiveness in alignment with Latino Network’s mission and values.
  • Consults with the department Director to ensure compliance with assigned program funding requirements and regulations
  • Ensures across the board understanding of assigned Program Managers for following budget requirements and seeking Senior Manager or Director approval for budget spending.
  • Collaborates with the department Director to develop, oversee and address both new and existing contracts, including changes, updates, and any areas of improvement.
  • In consultation with the department Director, develops: budget tracking systems for programs, timelines, work plans and tracking of program outcomes to be used by staff, trainers and any interns for the Health and Wellness Department.
  • Manages department-wide projects to support program-related needs as identified and offers ideas for development in these areas in line with priorities of the department's strategic plan.
  • Supports the Director of Evaluation and the department Director in developing evaluation plans, data entry protocols, and evaluating assigned programs for effectiveness using tools such as surveys, focus groups and participant feedback.
  • Ensures the accuracy of department reports, publications, and other documents that include proprietary and confidential information.
  • Communicates progress on all programmatic areas and relays any urgent information in a timely manner as needed to the department Director, Associate Deputy Director of Programs and Executive Director.
  • Leads coordinating department meetings, including developing agendas for Department meetings and leadership meetings, in collaboration with Director and other Program Managers.
  • Develops and maintains a streamlined system for onboarding staff and interns, coordinating with relevant program managers when the new staff joins their team.
  • Represents Latino Network at required meetings, community events, and forums.
  • Maintains punctual, regular and predictable attendance.
  • Works collaboratively in a team environment with a spirit of cooperation.
  • Other duties as assigned by supervisor and respectfully takes direction from Supervisor.

Requirements

REQUIRED SKILLS/KNOWLEDGE/ABILITIES:

The requirements listed below are representative of the knowledge, skill, and/or ability required for this position.

  • Two years of supervisory and personnel management experience, three years of project and/or systems management, two years of public health promotion, program development or equivalent combination of education and experience.
  • Bicultural understanding/familiarity required: knowledge of Latinx culturally based worldview, adaptive reasoning, and problem-solving practices of Latinx individuals, families, and community living in urban neighborhoods impacted by crime, poverty, and racial inequity.
  • Bilingual ability required: Excellent written and verbal communication skills in Spanish and English including public speaking and presentations.
  • Experience in designing and leading Health and Wellness programs to advance underserved communities.
  • Ability to coach, motivate, inspire, and empower staff to think creatively and develop innovative approaches to serving youth and families.
  • Knowledge of key public health issues and institutions, resources, programs, social services, and government agencies.
  • Demonstrated ability to establish and maintain cooperative relationships with community members, partner organizations, and community support systems.
  • High level of accountability.
  • Professional writing skills, attention to detail, and excellent communication through one on one meetings, phone, e-mail, and group forums with Latino Network community partners, staff, and program participants.
  • Demonstrated ability to work independently while meeting key organizational deadlines and leading a team.
  • Ability to employ critical thinking and good judgment in decision making.
  • Ability to navigate sensitive or politically high-stake environments related to public health topics.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to maintain stakeholder relationships in areas of disagreement or opposition.
  • Proven ability to manage time and prioritize tasks to meet goals and deadlines effectively.
  • Professionally responsive, dependable, and maintains excellent follow through.
  • Strong organizational and interpersonal skills.
  • Experience leading groups with diverse professional levels and effectively facilitate knowledge sharing and collaboration.
  • Knowledge of social determinants of health affecting Oregon Latinos and/or communities of color and other vulnerable populations.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to be flexible and adaptive to successfully achieve the functions of the position as described in the job responsibilities.
  • Specialized computer skills. Must be adept at using various applications including databases, spreadsheets, project management, graphics, word processing, presentation creation/editing, communicating by email and using scheduling software.
  • Ability to conceptualize, collaborate, plan, and manage projects and multiple initiatives simultaneously.
  • Attend key organizational annual events.

Work Environment

This position requires frequent computer use. Specific vision abilities required by this job include close vision, color vision, distance vision, depth perception, and ability to adjust focus. The noise level in the work environment is usually moderate.
