Policy changes in the U.S. have led to around 2.5 million expungements or pardons for cannabis convictions, according to NORML and the AP. However, NORML’s deputy director Paul Armentano points out that this is “a drop in the bucket” compared to the 30 million+ marijuana arrests over the past 50 years. Maryland Gov. Wes Moore recently issued pardons for cannabis possession and paraphernalia, affecting at least 175,000 convictions.
