Higher educational institutions continuously look for ways to improve the quality of their eLearning services and adapt learning solutions to suit the needs of the institution. During the 2016 Fall Semester, a university located in the Southern part of United States decided to transition from the Blackboard learning management system (LMS) to the Moodle learning management system. Typically such a transition presents a huge challenge for the University staff, faculty, and students. Additionally, on August 2016, what CNN themedthe worst natural disaster, to strike the United States since Hurricane Sandy, occurred in Louisiana during the transition. This led to massive disruptions in activities throughout the state. This paper examines the perceptions of both faculty and student on the transition from one LMS to another and also what impact, if any, the natural disaster had on the process. Faculty and students were surveyed to gain understanding of how they perceived the transitioning process, their perception of both systems, their preferences, and why. Furthermore, we identified issues peculiar to transitioning during a natural disaster. The results of this study can be used to anticipate issues that may be associated with transitioning from one LMS to the other and issues peculiar to transitioning amidst a natural disaster. It can also be used to identify areas for improvement.

To survive a learning management system (LMS) implementation an understanding of the needs of the various stakeholders is necessary. The goal of every LMS implementation is to ensure the use of the system by instructors and students to enhance teaching and communication thereby enhancing learning outcomes of the students. If the teachers and students do not use the system, the system is useless. This research is motivated by the importance of identifying and understanding various stakeholders involved in the LMS implementation process in order to anticipate possible challenges and identify critical success factors essential for the effective implementation and adoption of a new LMS system. To this end, we define the term stakeholder. We conducted a stakeholder analysis to identify the key stakeholders in an LMS implementation process. We then analyze their goals and needs, and how they collaborate in the implementation process. The findings of this work will provide institutions of higher learning an overview of the implementation process and useful insights into the needs of the stakeholders, which will in turn ensure an increase in the level of success achieved when implementing a LMS.

Datasets are an essential component for training effective machine learning models. In particular, surgical robotic datasets have been key to many advances in semi-autonomous surgeries, skill assessment, and training. Simulated surgical environments can enhance the data collection process by making it faster, simpler and cheaper than real systems. In addition, combining data from multiple robotic domains can provide rich and diverse training data for transfer learning algorithms. In this paper, we present the DESK (Dexterous Surgical Skill) dataset. It comprises a set of surgical robotic skills collected during a surgical training task using three robotic platforms: the Taurus II robot, Taurus II simulated robot, and the YuMi robot. This dataset was used to test the idea of transferring knowledge across different domains (e.g. from Taurus to YuMi robot) for a surgical gesture classification task with seven gestures. We explored three different scenarios: 1) No transfer, 2) Transfer from simulated Taurus to real Taurus and 3) Transfer from Simulated Taurus to the YuMi robot. We conducted extensive experiments with three supervised learning models and provided baselines in each of these scenarios. Results show that using simulation data during training enhances the performance on the real robot where limited real data is available. In particular, we obtained an accuracy of 55% on the real Taurus data using a model that is trained only on the simulator data. Furthermore, we achieved an accuracy improvement of 34% when 3% of the real data is added into the training process.

Personal Health Records (PHR) emerge as an alternative to integrate patient's health information to give a global view of patients' status. However, integration is not a trivial feature when dealing with a variety electronic health systems from healthcare centers. Access to PHR sensitive information must comply with privacy policies defined by the patient. Architecture PHR design should be in accordance to these, and take advantage of nowadays technology. Cloud computing is a current technology that provides scalability, ubiquity, and elasticity features. This paper presents a scoping review related to PHR systems that achieve three characteristics: integrated, reliable and cloud-based. We found 101 articles that addressed those characteristics. We identified four main research topics: proposal/developed systems, PHR recommendations for development, system integration and standards, and security and privacy. Integration is tackled with HL7 CDA standard. Information reliability is based in ABE security-privacy mechanism. Cloud-based technology access is achieved via SOA.

Heterogeneous computing is emerging as a mandatory requirement for power-efficient system design. With this aim, modern heterogeneous platforms like Zynq All-Programmable SoC, that integrates ARM-based SMP and programmable logic, have been designed. However, those platforms introduce large design cycles consisting on hardware/software partitioning, decisions on granularity and number of hardware accelerators, hardware/software integration, bitstream generation, etc.
This paper presents a performance parallel heterogeneous estimation for systems where hardware/software co-design and run-time heterogeneous task scheduling are key. The results show that the programmer can quickly decide, based only on her/his OmpSs (OpenMP + extensions) application, which is the co-design that achieves nearly optimal heterogeneous parallel performance, based on the methodology presented and considering only synthesis estimation results. The methodology presented reduces the programmer co-design decision from hours to minutes and shows high potential on hardware/software heterogeneous parallel performance estimation on the Zynq All-Programmable SoC.

Different models of social influence have explored the dynamics of social contagion, imitation, and diffusion of different types of traits, opinions, and conducts. However, few behavioral data indicating social influence dynamics have been obtained from direct observation in `natural' social contexts. The present research provides that kind of evidence in the case of the public expression of political preferences in the city of Barcelona, where thousands of citizens supporting the secession of Catalonia from Spain have placed a Catalan flag in their balconies. We present two different studies. 1) In July 2013 we registered the number of flags in 26% of the the city. We find that there is a large dispersion in the density of flags in districts with similar density of pro-independence voters. However, we find that the density of flags tends to be fostered in those electoral district where there is a clear majority of pro-independence vote, while it is inhibited in the opposite cases. 2) During 17 days around Catalonia's 2013 National Holiday we observed the position at balcony resolution of the flags displayed in the facades of 82 blocks. We compare the clustering of flags on the facades observed each day to equivalent random distributions and find that successive hangings of flags are not independent events but that a local influence mechanism is favoring their clustering. We also find that except for the National Holiday day the density of flags tends to be fostered in those facades where there is a clear majority of pro-independence vote.
