Establishing a deep underground physics laboratory to study, amongst others, double beta decay, geoneutrinos, reactor neutrinos and dark matter has been discussed for more than a decade within the austral African physicists' community. Establishing a deep underground physics laboratory to study, amongst others, double beta decay, geoneutrinos, reactor neutrinos and dark matter has been discussed for more than a decade within the austral African physicists' community. PAUL, the Paarl Africa Underground Laboratory, is an initiative foreseeing an open international laboratory devoted to the development of competitive science in the austral region. It has the advantage that the location, the Huguenot tunnel, exists already and the geology and the environment of the site is appropriate for an experimental facility. The paper describes the PAUL initiative, presents the physics prospects and discusses the capacity for building the future experimental facility.

Abstract:
This White Paper, prepared for the Fundamental Symmetries, Neutrons, and Neutrinos Town Meeting related to the 2023 Nuclear Physics Long Range Plan, makes the case for double beta decay as a critical component of the future nuclear physics program. The NEMO-3 results for the double-$β$ decay of $^{150}$Nd to the 0$^+_1$ and 2$^+_1$ excited states of $^{150}$Sm are reported. The data recorded during 5.25 yr with 36.6 g of the isotope $^{150}$Nd are used in the analysis. For the first time, the signal of the $2νββ$ transition to the 0$^+_1$ excited state is detected with a statistical significance exceeding 5$σ$. The half-life is measured to be $T_{1/2}^{2νββ}(0^+_1) = \left[ 1.11 ^{+0.19}_{-0.14} \,\left(\mbox{stat}\right) ^{+0.17}_{-0.15}\, \left(\mbox{syst}\right) \right] \times10^{20}\,\mbox{yr}$. The limits are set on the $2νββ$ decay to the 2$^+_1$ level and on the $0νββ$ decay to the 0$^+_1$ and 2$^+_1$ levels of $^{150}$Sm.

We propose the construction of LEGEND-1000, the ton-scale Large Enriched Germanium Experiment for Neutrinoless $ββ$ Decay. This international experiment is designed to answer one of the highest priority questions in fundamental physics. It consists of 1000 kg of Ge detectors enriched to more than 90% in the $^{76}$Ge isotope operated in a liquid argon active shield at a deep underground laboratory. By combining the lowest background levels with the best energy resolution in the field, LEGEND-1000 will perform a quasi-background-free search and can make an unambiguous discovery of neutrinoless double-beta decay with just a handful of counts at the decay $Q$ value. The experiment is designed to probe this decay with a 99.7%-CL discovery sensitivity in the $^{76}$Ge half-life of $1.3\times10^{28}$ years, corresponding to an effective Majorana mass upper limit in the range of 9-21 meV, to cover the inverted-ordering neutrino mass scale with 10 yr of live time.

Data show no evidence of modulations with amplitude greater than 2.5% in the frequency range of $0.33225\,{\rm y^{-1}}$ to $365.25\,{\rm y^{-1}}$.

The full data set of the NEMO-3 experiment has been used to measure the half-life of the two-neutrino double beta decay of $^{100}$Mo to the ground state of $^{100}$Ru, $T_{1/2} = \left[ 6.81 \pm 0.01\,\left(\mbox{stat}\right) ^{+0.38}_{-0.40}\,\left(\mbox{syst}\right) \right] \times10^{18}$ y. The two-electron energy sum, single electron energy spectra and distribution of the angle between the electrons are presented with an unprecedented statistics of $5\times10^5$ events and a signal-to-background ratio of ~80. Clear evidence for the Single State Dominance model is found for this nuclear transition. Limits on Majoron emitting neutrinoless double beta decay modes with spectral indices of n=2,3,7, as well as constraints on Lorentz invariance violation and on the bosonic neutrino contribution to the two-neutrino double beta decay mode are obtained.

Using data from the NEMO-3 experiment, we have measured the two-neutrino double beta decay ($2νββ$) half-life of $^{82}$Se as $T_{1/2}^{2ν} = \left[ 9.39 \pm 0.17\,\left(\mbox{stat}\right) \pm 0.58\,\left(\mbox{syst}\right)\right] \times 10^{19}$ y under the single-state dominance hypothesis for this nuclear transition. The corresponding nuclear matrix element is $\left|M^{2ν}\right| = 0.0498 \pm 0.0016$. In addition, a search for neutrinoless double beta decay ($0νββ$) using 0.93 kg of $^{82}$Se observed for a total of 5.25 y has been conducted and no evidence for a signal has been found. The resulting half-life limit of $T_{1/2}^{0ν} > 2.5 \times 10^{23} \,\mbox{y} \,(90\%\,\mbox{C.L.})$ for the light neutrino exchange mechanism leads to a constraint on the effective Majorana neutrino mass of $\langle m_ν \rangle < \left(1.2 - 3.0\right) \,\mbox{eV}$, where the range reflects $0νββ$ nuclear matrix element values from different calculations. Furthermore, constraints on lepton number violating parameters for other $0νββ$ mechanisms, such as right-handed currents, majoron emission and R-parity violating supersymmetry modes have been set.

A dedicated study of the quenching of the weak axial-vector coupling strength $g_{\rm A}$ in nuclear processes has been performed by the COBRA collaboration. This investigation is driven by nuclear model calculations which show that the $β$-spectrum shape of the fourfold forbidden non-unique decay of $^{113}$Cd strongly depends on the effective value of $g_{\rm A}$. Using an array of CdZnTe semiconductor detectors, 45 independent $^{113}$Cd spectra were obtained and interpreted in the context of three nuclear models. The resulting effective mean values are $\bar{g}_{\rm A}(\text{ISM}) = 0.915 \pm 0.007$, $\bar{g}_{\rm A}(\text{MQPM}) = 0.911 \pm 0.013$ and $\bar{g}_{\rm A}(\text{IBFM-2}) = 0.955 \pm 0.022$. These values agree well within the determined uncertainties and deviate significantly from the free value of $g_{\rm A}$. This can be seen as a first step towards answering the long-standing question regarding quenching effects related to $g_{\rm A}$ in low-energy nuclear processes.

The observation of neutrinoless double-beta decay (0$νββ$) would show that lepton number is violated, reveal that neutrinos are Majorana particles, and provide information on neutrino mass. A discovery-capable experiment covering the inverted ordering region, with effective Majorana neutrino masses of 15 - 50 meV, will require a tonne-scale experiment with excellent energy resolution and extremely low backgrounds, at the level of $\sim$0.1 count /(FWHM$\cdot$t$\cdot$yr) in the region of the signal. The current generation $^{76}$Ge experiments GERDA and the MAJORANA DEMONSTRATOR utilizing high purity Germanium detectors with an intrinsic energy resolution of 0.12%, have achieved the lowest backgrounds by over an order of magnitude in the 0$νββ$ signal region of all 0$νββ$ experiments. Building on this success, the LEGEND collaboration has been formed to pursue a tonne-scale $^{76}$Ge experiment. The collaboration aims to develop a phased 0$νββ$ experimental program with discovery potential at a half-life approaching or at $10^{28}$ years, using existing resources as appropriate to expedite physics results.

We report the results of a first experimental search for lepton number violation by four units in the neutrinoless quadruple-$β$ decay of $^{150}$Nd using a total exposure of $0.19$ kg$\cdot$y recorded with the NEMO-3 detector at the Modane Underground Laboratory (LSM). We find no evidence of this decay and set lower limits on the half-life in the range $T_{1/2}>(1.1-3.2)\times10^{21}$ y at the $90\%$ CL, depending on the model used for the kinematic distributions of the emitted electrons.

We present results from a search for neutrinoless double-$β$ ($0νββ$) decay using 36.6 g of the isotope $^{150}$Nd with data corresponding to a live time of 5.25 y recorded with the NEMO-3 detector. We construct a complete background model for this isotope, including a measurement of the two-neutrino double-$β$ decay half-life of $T^{2ν}_{1/2}=$[9.34 $\pm$ 0.22 (stat.) $^{+0.62}_{-0.60}$ (syst.)]$\times 10^{18}$ y for the ground state transition, which represents the most precise result to date for this isotope. We perform a multivariate analysis to search for \zeronu decays in order to improve the sensitivity and, in the case of observation, disentangle the possible underlying decay mechanisms. As no evidence for \zeronu decay is observed, we derive lower limits on half-lives for several mechanisms involving physics beyond the Standard Model. The observed lower limit, assuming light Majorana neutrino exchange mediates the decay, is $T^{0ν}_{1/2} >$ 2.0 $\times 10^{22}$ y at the 90% C.L., corresponding to an upper limit on the effective neutrino mass of $\langle m_ν \rangle$ $<$ 1.6 - 5.3 eV..

The half-life for the two-neutrino double-$β$ decay of $^{48}{\rm Ca}$ has been measured to be $T^{2ν}_{1/2}\,=\,[6.4\, ^{+0.7}_{-0.6}{\rm (stat.)} \, ^{+1.2}_{-0.9}{\rm (syst.)}] \times 10^{19}\,{\rm yr}$. A search for neutrinoless double-$β$ decay of $^{48}{\rm Ca}$ yields a null result and a corresponding lower limit on the half-life is found to be $T^{0ν}_{1/2} > 2.0 \times 10^{22}\,{\rm yr}$ at $90\%$ confidence level, translating into an upper limit on the effective Majorana neutrino mass of $< m_{ββ} > < 6.0 - 26$ ${\rm eV}$, with the range reflecting different nuclear matrix element calculations. Limits are also set on models involving Majoron emission and right-handed currents.

It consists of an array of 64 monolithic, calorimetric CdZnTe semiconductor detectors with a coplanar-grid design and a total mass of 380g. It is used to investigate the experimental challenges faced when operating CdZnTe detectors in low-background mode, to identify potential background sources and to show the long-term stability of the detectors. The first data-taking period started in 2011 with a subset of the detectors, while the demonstrator was completed in November 2013. To date, more than 250kg d of data have been collected. This paper describes technical details of the experimental setup and the hardware components.

The reference material may be used for quality management of analytical laboratories engaged in the high-sensitive analysis of radionuclides in the construction materials of detectors placed in ultra low background underground laboratories.

The NEMO-3 detector, which had been operating in the Modane Underground Laboratory from 2003 to 2010, was designed to search for neutrinoless double $β$ ($0νββ$) decay. We report final results of a search for $0νββ$ decays with $6.914$ kg of $^{100}$Mo using the entire NEMO-3 data set with a detector live time of $4.96$ yr, which corresponds to an exposure of 34.3 kg$\cdot$yr. We perform a detailed study of the expected background in the $0νββ$ signal region and find no evidence of $0νββ$ decays in the data. The level of observed background in the $0νββ$ signal region $[2.8-3.2]$ MeV is $0.44 \pm 0.13$ counts/yr/kg, and no events are observed in the interval $[3.2-10]$ MeV. We therefore derive a lower limit on the half-life of $0νββ$ decays in $^{100}$Mo of $T_{1/2}(0νββ)> 1.1 \times 10^{24}$ yr at the $90\%$ Confidence Level, under the hypothesis of light Majorana neutrino exchange. Depending on the model used for calculating nuclear matrix elements, the limit for the effective Majorana neutrino mass lies in the range $\langle m_ν \rangle < 0.33$--$0.62$ eV. We also report constraints on other lepton-number violating mechanisms for $0νββ$ decays.

Depending on the Nuclear Matrix Elements this corresponds to an upper limit on the Majorana effective neutrino mass of $< m_ν > < 0.3-0.9$ eV (90% C.L.). Constraints on other lepton number violating mechanisms of 0$νββ$ decays are also given. Searching for high-energy double electron events in all suitable sources of the detector, no event in the energy region [3.2-10] MeV is observed for an exposure of 47 kg.y.

We report new results obtained in calibrations of superheated liquid droplet detectors used in dark matter searches with different radiation sources (n,$α$,$γ$). In particular, detectors were spiked with alpha-emitters located inside and outside the droplets. It is shown that the responses are different, depending on whether alpha particles or recoil nuclei create the signals. The energy thresholds for $α$-emitters are compared with test beam measurements using mono-energetic neutrons, as well as with theoretical predictions. Finally a model is presented which describes how the observed intensities of particle induced acoustic signals can be related to the dynamics of bubble growth in superheated liquids. An improved understanding of the bubble dynamics is an important first step in obtaining better discrimination between particle types interacting in detectors of this kind.

This article presents the methods used in NEMO~3 to evaluate the backgrounds resulting from most if not all possible origins.
