    This paper examines the approach being used to finance, construct and operate the Thames Tideway Tunnel. It sets out information about the tunnel itself, its motivations and how circumstances created the need for a hybrid approach. The paper summarises the hybrid approach and analyses the incentive features of that approach, including criticisms. It concludes with some observations about the hybrid approach’s value and the ability to apply it in other contexts, such as transport infrastructure.
