    NOTICE OF MEETING

    Pursuant to Hawaii Revised Statutes (“HRS”) chapter 92, the Campaign Spending Commission (“Commission”) plans to hold this meeting in-person and remotely by interactive conference technology with Commission members, Staff, and Respondents participating simultaneously.  Individuals and members of the public can participate, testify, or view and listen to these live, online meetings by using the link below.  Members of the public may also appear in person to view or provide testimony at the location indicated below.  Testimony may also be submitted in advance via email ([email protected]), fax (808-586-0288), or mail (235 South Beretania Street, Room 300, Honolulu, Hawaii, 96813).

    2.          Consideration and Approval of Minutes of Meeting on 5/8/24.

    3.                  New Business

    *Proposed Conciliation Agreement No. 24-13 – In Re the Matter of Bart J. Thomas – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the late filing of the 1A Preliminary Primary Report in violation of Hawaii Revised Statutes sections 11-334 and 11-340.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($66.67).

    *Docket No. 24-06 – In Re the Matter of Shaena Hoohuli, Daniel Decker, and Hoohuli Headquarters – A complaint by the Executive Director against Shaena Hoohuli, Daniel Decker, and Hoohuli Headquarters for the failure to file three (3) Supplemental Reports in violation of Hawaii Revised Statutes sections 11-334 and 11-410.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    *Docket No. 24-08 – In Re the Matter of Collaborative Architects, LLC – A complaint by the Executive Director against Collaborative Architects, LLC for the failure to register with the Commission by filing the Electronic Filing Form and the Organizational Report as well as the failure to file two Supplemental Reports in violation of Hawaii Revised Statutes sections 11-321, 11-323, 11-336, and 11-410.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    *Docket No. 24-15 – In Re the Matter of KH Makaha, LLC – A complaint by the Executive Director against KH Makaha, LLC for the failure to register with the Commission by filing the Electronic Filing Form and the Organizational Report as well as the failure to file the Supplemental Report in violation of Hawaii Revised Statutes sections 11-321, 11-323, 11-336, and 11-410.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    *Docket No. 24-17 – In Re the Matter of United Group of Home Operators, Inc. – A complaint by the Executive Director against United Group of Home Operators, Inc. for the failure to register with the Commission by filing the Electronic Filing Form and the Organizational Report as well as the failure to file the Supplemental Report in violation of Hawaii Revised Statutes sections 11-321, 11-323, 11-336, and 11-410.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    *Docket No. 24-18 – In Re the Matter of Universal Equipment Rental Hawaii, LLC – A complaint by the Executive Director against Universal Equipment Rental Hawaii, LLC for the failure to register with the Commission by filing the Electronic Filing Form and the Organizational Report as well as the failure to file the Supplemental Report in violation of Hawaii Revised Statutes sections 11-321, 11-323, 11-336, and 11-410.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    *Consideration, Discussion, Approval, and/or Update of Commission Legislation and Other Related Bills/Resolutions for the 2024 Legislative Session – Consideration, discussion, approval, and/or update of Commission legislation and other related bills/resolutions for the 2024 Legislative Session.

    *Docket No. 24-05 – In Re the Matter of Thora-Jean Cuaresma, Judy Miram, and TJ CUARESMA – CANDIDATE SD22 – A complaint by the Executive Director against Thora-Jean Cuaresma, Judy Miram, and TJ CUARESMA – CANDIDATE SD22 for the late filing of the Supplemental Report in violation of Hawaii Revised Statutes sections 11-334 and 11-340.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    5.        Report from Executive Director – Report on Compliance of Filing Timely Disclosure Reports; Update on CSC Committee Trainings;                Update on Boards and Commissions Concerning New Commissioners and Consideration of Approval of a Letter to Governor                       Green; Report on the 2024 Election; and Discussion of July 2024 CSC Newsletter.

    6.         Executive Session

    *Consideration and Approval of Executive Session Minutes of Meeting on 5/8/24.

    *Pursuant to Hawaii Revised Statutes section 92-5(a)(4) to consult with the Commission’s attorneys on questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities regarding Hawaii Revised Statutes section 11-352 concerning straw donors and section 11-355 concerning government contractors.

    *Pursuant to Hawaii Revised Statutes section 92-5(a)(2) – Review, consideration, and discussion of Commission staff performance and compensation.

    7.                  Next Meeting – Scheduled for Wednesday, July 10, 2024. 

    Agenda may be amended by the affirmative vote of four members of the Commission to the extent allowable by Hawaii Revised Statutes section 92-7(d).
