[M121][fetch-later] Flush all pending requests on page entering bfcache. CP approved at https://crbug.com/1465781#c104 According to the privacy discussion [1], the API has to flush all pending requests when page enters BFCache to avoid potential privacy issues when network changes after BFCached. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
