Thank you. Mister speaker and Members, I rise today to adjourn in the memory of Doctor Wallace J. Nichols, a distinguished marine biologist, conservationist, and author. Known affectionately as Jay, he was a pioneering advocate for the protection of the world's oceans and a beloved figure in the global environmental community.

Jay and his wife, Dana, and their two daughters lived for years on Santa Cruz County's rugged North Coast before moving to Monterey County after they lost their home in the ... fires. Jay passed away on June 10. He was 56 years old. Jay conducted groundbreaking research on sea turtles, marine ecosystems, and the profound benefits of water.

His best selling book, Blue Mine, which I have here at my desk, unveils the surprising science that shows how being near, in, on, or underwater can make you happier. Healthier more connected, and better at what you do. It was certainly true for Jay. He was a connector of people and ideas.

Jay pioneered the blue innovation events, where he brought together environmentalists, tech innovators, policymakers and community leaders, all united by a common element, water. These events highlighted cutting edge water related technologies and initiatives, but also nurtured a community that shared a deep commitment to preserving our most precious resource.

Jay's belief that water has a calming effect on the brain and can improve mental health by reducing stress and anxiety led to the formation of the blue mind movement that promotes public awareness of water's psychological and ecological importance.

Through his workshop, speeches and community events, Jay educated and inspired people around the globe to look at water differently, not just as a resource that must be protected, but as a source of life, joy and inspiration. When Jay wanted to give you good wishes, he would say, I wish you water.

And he would give you a blue marble. It was Jays goal to pass a blue marble onto every person on earth in celebration of our beautiful, fragile planet. So in memory of this remarkable entrepreneurial scientist who left this world much too soon, I wish you all water. Before you leave today, please pick up a blue marble in the Members lounge as a simple message of peace and gratitude in honor of Jay. Thank you.

Thank you. Mister speaker and Members, I would like to echo the sentiments of my colleague from Santa Cruz and also request that we adjourn in memory for Doctor Wallace J. Nichols, a beloved husband, father, scientist and philanthropist. Jay was a marine biologist, as you've heard, a wild water advocate and a champion of sea turtles.

Through his inspiring and influential work, he made his mission clear. He wanted to create a world in which everyone understands the value and importance of water and is committed to caring for it. To him, water was much, much more than a resource. He saw it as joy, as mindfulness, and as inspiration. I had the opportunity to hear him speak on behalf of the Monterey Bay Marine Sanctuary, and to this day, his profound words still inspire me to be a champion for our region.

In keeping with his goal of reaching as many people as possible, I gave each person on my staff his book, Blue Mind, so that they too could read his words and understand that water is life. So when you visit my office, you'll see on my coffee table one of his blue marbles and his book on my shelf.

And overall, I want to say that Jay put science into what we already know to be true, that water is much more than an element of nature. It is who we are. It heals, it flows, it brings life, it brings joy, and it brings inspiration. As my colleague mentioned, Jay would say, I wish you water. And so with that in mind, let us all wish Doctor Wallace J. Nichols water as he continues his journey. Thank you.

Thank you. Today I rise to request adjourn in memory of firefighter Andrew Pontias, a well respected Member of the Los Angeles County Fire Department. Family man, hunter and lover of wildlife, firefighter Pontias, an upland resident, died in the line of duty on Friday, June 14 due to fatal injuries sustained while engaging and firefighting operations at a large vehicle fire in the City of Palmdale.

Throughout his 19 years of service, Firefighter Pontius served the communities of El Monte, Palmdale, Rosemead and San Fernando. He was known for his extraordinary work ethic, unwavering positive attitude and genuine love for helping others.

New firefighters could always count on him for his guidance and mentorship, and when a new battalion chief arrived, Firefighter Pontius was the first person to give them a tour on their first day in the battalion. He was also a great cook who often volunteered even when he was not on schedule to cook.

Affectionately known as uncle, Firefighter Pontius was a devoted firefighter, husband, father, son, brother, friend and hero to many. His sacrifice and memory will never be forgotten. He is survived by his parents, brother, wife and stepdaughter. Please keep the family of Firefighter Pontius in your thoughts and prayers. I respect the adjournment memory. Thank you.

Thank you Mister speaker and Members, I too rise to ask this body to adjourn the memory of Andrew Pontius. Mister Pontius was a beloved firefighter who always went the extra mile to help train and mentor younger firefighters. His friendly demeanor and skill in the kitchen earned him the nickname uncle from his friends and family.

Mister Pontius was stationed at the Los Angeles County Fire Department's Palmdale station in my district, where he was fighting a fire in Little Rock, a small community also in the 39th Assembly District. When he served his last alarm after nearly 19 years of service, a sudden explosion at a vehicle took his life.

Members, with fire season once again upon us, let us not take it for granted that incredible sacrifices and risk our firefighters undergo in an effort to keep us safe. Thank you, Mister Pontius, for serving my community who adjourned today. In your memory.

Thank you Mister speaker and colleagues. We all know the impacts of climate change to our state and our communities require us to act quickly. This Bill seeks to make California more climate resilient by investing in various adaptation activities throughout the state, ranging from wildfire risk reduction to drought preparation to protection against sea level rise.

Not only will this measure help create new jobs, but it will help ensure that we help our state reach our climate goals on time. We must invest in our infrastructure, which is necessary to protect our communities, our environment, and our economy from an evolving climate crisis.

This Bill and these resources promotes equity, fosters community resiliency and protects the most vulnerable and prioritizes our communities where impacts of climate are disproportionately felt. We know that this measure has 40% of its resources going to these specific communities. Members, tremendous amount of work has gone into this work. I respectfully ask for your I vote.

Thank you Mister speaker. Members, today I rise in support of SB 867, the Safe Drinking water, wildfire Prevention, drought preparedness and Clean Air Bond act of 2024. I'm thankful to my colleague from Coachella for all the hours he has dedicated to this bond since he started the conversation in our house last year.

I also appreciate the 10 plus Members of the Assembly Climate Bond Working group, which was unprecedented in nature and put in so much time, energy and collaboration into putting the best possible version of a bond forward to ensure a resilient California. This is an equitable bond that touches many aspects of California's lives impacted by climate change. Some may look at this as not enough. I agree we can do much more. However, it does not take away that these are meaningful investments.

Resources to solve fundamental problems, making water safe to drink, making communities safer from floods, from wildfires, from sea level rise and extreme heat, creating more space in nature for people, adapting both man made and natural environments to our harsh climate reality. And last but not least, to mitigate the negative impact of climate change.

Members historically disadvantaged communities have faced the greatest risks and borne the brunt of the most negative impacts of the climate change climate crisis.

I am proud that this bond measure goes to great lengths to ensure that the benefits of these investments will be felt by the disadvantaged communities as well as vulnerable populations that are disproportionately heightened risk to impacts of climate change. Members, I urge a strong vote on SB 867.

All right. Thank you Mister chair Members. Today I rise in support of SB 867. Most important thing in this measure is a $1.2 billion allocated for sea level rise programs and projects. Members, you've heard me for years talk about the need to fully Fund these programs.

I am pleased to see the various programs in different departments and agencies and could use the 1.2 billion for exactly those purposes. For Assembly District 7475% of my cities have been and will be impacted by the effects of future environmental challenges.

Having our beaches and coastlines saved means we get tourism revenue, our local business have opportunities to grow, and it means that our city won't be having to take money from major projects like public safety. Once again, I urge an aye vote on SB 867.

Can you hear me? Okay? I rise in strong opposition of the climate bond. For decades, we have neglected smaller and poorer parts of the state. The wealthy areas take what they want, and they leave scraps for the rest of us.

In an attempt to address this glaring inequity, the Legislature induced minimum funding guarantees for disadvantaged communities and initially seemed promising. However, it did not take long for privileged areas unaccustomed to being told no, to start coveting the funds they could no longer monopolize on, and they devise a simple solution to dilute the definition of disadvantaged communities.

This climate bond does not impact disadvantaged communities. The diluted definition definitely does not do what is being said. This new definition isn't about whether or not you can afford to put food on the table now. It's about if you make money, as much money as your neighbors.

If you're living paycheck to paycheck on just $400,000 a year, you're considered disadvantaged under this climate bond. This is not about Beverly Hills, Palo Alto or Malibu. There is a reason multiple environmental justice organizations refuse to support this bond, because it is fundamentally unjust.

It is nothing crazy to demand that a climate bond provide the most to frontline communities that are the most vulnerable to climate change. If that were the goal, the climate bond would explicitly require it. But this does not. This is not a loophole. It was the goal all along. I urge a no.

Thank you very much Mister speaker. California urgently needs a statewide school bond to repair dilapidated and unsafe schools and to meet 21st century education and workforce needs. We have not passed a statewide school bond since 2016 and we are running out of state bond funds.

State bond funds provide matching dollars to local school districts to build new schools and growing communities and to repair older schools. State bond funds also cover up to 100% of costs to local school districts that do not have the bonding capacity to pass local bonds. Many of our schools are 50 to 100 years old.

We have unsafe school buildings, schools that need seismic retrofitting, schools with lead in their water, schools without reliable Internet service, a critical shortage of transitional kindergarten and preschool facilities, and extreme heat conditions with asphalt playgrounds and no shade.

This bond measure will provide state matching dollars as well as financial hardship dollars available to every school district, every community, every Assembly District throughout the state. These funds will address locally identified school facility priorities with local taxpayer accountability to make sure that the funds are spent wisely. I respectfully ask for your support for the statewide school bond.

Currently, California is in debt by over $109 billion in outstanding bonds. This bond and the other bond that we passed today will add $20 billion to our state debt. Think of it as a credit card with $129 billion deficit. We are already paying over 7 billion a year just to service the debt. And adding these bonds will increase our annual service debt.

I believe we should be funding these programs such as schools. In our ordinary budget, we spent 300 billion this year. Schools should be fully, fully funded in there. I oppose the budget because it spent money on items I strongly disagree with. For example, our budget spent 1 billion on high speed rail. That's on top of the 9 billion that was authorized by voters in Prop one A. In addition, we're spending 5 billion on illegal immigration, health care.

We should be putting those matters up for a bond to ask the people if they want to Fund them, not short changing the schools and then asking taxpayers to go further in debt. So for those reasons, Mister Speaker, I respectfully oppose the bonds. Thank you.

Thank you Mister speaker and Members, please gather around to hear my words. As amended in the Senate, AB 440 ensures that the education and climate bond measures that were voted on tonight are able to appear on the November's General election ballot. Without this Bill, those measures would not appear on the ballot until 2026.

AB 440 also clarifies to the Secretary of State the placement and numbering of legislative ballot measures for the November ballot and cuts down on the number of ballot measures that voters are asked to decide this November by moving one legislative measure to the 2026 ballot.

Because SB 1381 was not taken up on the floor, the provisions of AB 440 relating to the the numbering of that measure will not have any effect and the school facilities bond will instead appear on the ballot as Proposition two. I respectfully ask for your I vote and concurrence in the Senate amendments.

Thank you Mister Speaker. I rise in support of Assembly Bill 440. Amending our constitution is something that we should take very seriously and the threats that we face under our constitution are something that we also are right in front of us need to respect that are going to take the time necessary to be able to educate Californians and get this right.

Good things come to those who wait and so making sure that we are building more of a coalition and working with community based organizations. Despite the fact that PPIC has shown that Californians support defending the majority vote in our constitution, I support the need to be able to take that time and put this on the 2026 ballot. I respectfully ask for your aye vote.
