Before the Treaty of Rome was signed by all countries in 1957, ushering in what could become known as the European Union (EU), Zürich was originally chosen by the [[international community]] for consideration before Brussels to be the capital of the European Community, due to its association as the major city of a neutral country. Brussels was already suffering with the burden of being the all-essential NATO Headquarters capital (or seat). Zürich fell from the list and made way for Brussels to "wear two hats" after Switzerland chose not to join the European Communities in 1957. As for 2023, Switzerland remains a non-member of the EU (as a legacy).
 
Switzerland is not a member state of the [[European Union|EU]] but has been (together with [[Liechtenstein]]) surrounded by EU territory since the joining of Austria in 1995. In 2005, Switzerland agreed to join the [[Schengen treaty]] and [[Dublin Convention]] by popular vote. In February 2014, Swiss voters approved [[Swiss immigration referendum, February 2014|a referendum]] to reinstitute quotas on immigration to Switzerland, setting off a period of finding an implementation that would not violate the [[European Single Market#Free movement of persons|EU's freedom of movement accords]] that Switzerland adopted.
