A good rural governance program promoting local participation and sustainability of projects trains citizens and community leaders about their rights, how to access public services, how to participate with government representatives in addressing and solving local community problems, and how to activate and strengthen community ''panchayats'' (village councils), education committees, and health, sanitation, and nutrition committees.
