Arguably, he has less justification for his own page and inclusion in the category:Royal Navy officers of World War II than Captain Pugh and is one of quite a few similar examples. David Mumford's page would seem unlikely to pass your scrutiny if you applied the same criteria as to Captain Pugh. My researches haven't revealed the sort of results that would enable me to satisfy your requirement, but it would seem a pity to ditch what has been achieved when there are existing examples of lesser standard such as David Burnford's page. With my fingers burnt, there is no risk that I will be repeating this sort of apparently badly-perceived enhancement of Wikipedia.
