Seeing little positive progress with WPCQ-TV, Westinghouse soon chose to use the station's low expectations to their advantage elsewhere in the company. Westinghouse had long extensively promoted from within and thus used WPCQ as the equivalent of a "[[farm team]]" for its larger stations.
