Harvey made his first-class debut in 1948–49, playing in the first three matches of the season for [[Victorian Bushrangers|Victoria]] as an [[Batting order (cricket)|opening batsman]]. However, he was unproductive, scoring only 91 runs at a [[batting average]] of 15.16, and was dropped. He moved to [[Queensland Bulls|Queensland]] the following season in search of more opportunities and was selected in one match.
