If you get a moment, could you take a look at {{IP user|162.251.83.104}}? This IP editor forged my signature at [[WP:ANI]] in {{diff2|788748676|this edit}} to make it seem as though I had endorsed a range block. There's just something off about this IP editor, and I think it may be someone editing from behind an open proxy. The English skills seem a bit dodgy, and there seems to be a history of questionable edits on other Wikimedia projects in the global contribs, including [https://ja.wikipedia.org/w/index.php?title=%E7%89%B9%E5%88%A5:%E3%83%AD%E3%82%B0/block&page=User%3A162.251.83.104 a range block on ja.wiki]. If I reading that right, it looks like the ja.wiki admins blocked 162.251.0.0/16 an open proxy, which would seem to validate my suspicions. However, I don't really have a lot of experience in blocking proxies. I've done it, of course, but it was always in more obvious cases. Thanks.
