Originally trained as a [[physics|physicist]], in 1990 Hayes joined the [[Her Majesty's Civil Service|British Civil Service]] in the [[National Physical Laboratory (United Kingdom)|National Physical Laboratory]], later working in the [[Department of Trade and Industry (United Kingdom)|Department of Trade and Industry]], the [[Cabinet Office]], the [[Office of Science and Technology]], and the [[Foreign and Commonwealth Office]]. He worked for the [[Embassy of the United Kingdom, Washington, D.C.|British Embassy to the United States]] as a [[Diplomatic rank|Counsellor]] for 2001–2005.<ref name="Who's Who" />
