Explosion

The explosion coincided with an exodus of over 28,000 ethnic Armenians from the region following a large-scale military offensive launched by Azerbaijan against the self-declared breakaway state a week earlier. The volume of people seeking to leave the region led to the overwhelming of petrol stations.[2] At the moment of the explosion, hundreds of people were gathered at the station.[4]

Reactions

Following the explosion, local hospitals in Azerbaijan were prepared, and negotiations began for evacuating the injured. Representatives of the Armenian residents of Karabakh declined the proposal.[4]

Adrienne Watson, a spokesperson for the United States National Security Council, offered condolences for the victims and urged the need for humanitarian access to the region.[4]
