James L. Graham (born 1939) is a United States federal judge.

Graham was born in Columbus, Ohio. He received a B.A. from Ohio State University in 1962. He received a J.D. from Ohio State University College of Law in 1962. He was in private practice of law in Columbus, Ohio from 1962 to 1986.

Graham was a federal judge to the United States District Court for the Southern District of Ohio. Graham was nominated by President Ronald Reagan on August 15, 1986, to a seat vacated by Robert Morton Duncan. He was confirmed by the United States Senate on September 25, 1986, and received commission on September 26, 1986. Served as chief judge, 2003-2004. Assumed senior status on August 31, 2004.
