Ray Baum (1955-2018) was a member of the Oregon State legislature.

Baum was born and raised in LeGrande, Oregon. He studied at Brigham Young University and Willamette University College of Law.

Baum started his service in the Oregon legislature in 1988. He was majority leader in the state house starting in 1995 but did not seek reelection in 1996.

In 2003 Ted Kulongoski appointed Baum a member of Oregon's Public Utility Commission. He served there until 2011, serving as chairman starting in 2010.
