As the name PSNR suggests, it is not the "Peak possible signal to noise ratio" but the metric only makes sense as the "Peak signal to noise ratio", meaning that the peak of the actual signal is compared to the noise in the reconstruction. This way we are measuring peak and noise. The article might be wrong about this in other places as well, I haven't checked. undo
