This claim is made in "The Arabs: A History" by the author himself (Eugene Rogan, p. 321). He claims a whopping 94% of the lands were owned by Arabs, apparently using the (discredited) technique of deducting the amount registered to Jews (6%) from the total. British records from the end of the Mandate (e.g. "A Survey of Palestine") conclusively refute such claims.
