AUE (or sometimes A. U. E.) - acronym transcribed as Russian: АУЕ or sometimes Russian: А.У.Е.; The full meaning in Russian is: Арестантский уклад\устав един or Арестантское уркаганское единство which can be translated to English as: Convict’s\Prisoner’s Practice\(way of life, law)\Codex is Unified\Universal(Uniform) or Prisoner’s\Convict’s Urka\(Career con)\Thug Unity\Solidarity.

It’s a Russian informal, well hidden, the vague organization of criminal bands, mainly consisted of children and youth (below the lawful age), often indirectly ruled by adult criminals.[1]

The whole story with the acronym has some resemblance with western A.C.A.B. (All Cops Are Bastards) acronym but on Russian soil.

The AUE story started in 2000ies but surfaced only recently.[2]

Time line:

2013:

Zabaykalsky Krai (Transbaykal region). City Chita. Mass riots broke up in professional\technical college (vocational college) number 6 (and number 14).[3] The hostage situation reported.[4] Around 100 policemen took part into anti-mob operation there, 30 youngsters (2 of them girls) detained, 1 million rubles damage reported.[5][6] Authorities had linked it with AUE influence.[7][8][9][10][11]

The Republic of Buryatiya. Village Maliy Kunaley. The local parade on the Victory Day (officially celebrated 9th of May in Russia) ends up violently then the mass of people came close to the state foster house (Local orphanage). Three boys from this foster house (two of them already had criminal penalties prior to it, one was under the criminal case investigation) started to throw stones to the policemen. Three police officers were injured.[12]

2014:

Zabaykalsky Krai (Transbaykal region). City Chita. The temporal police station’s “Arakhleyskoe” chief Taras Yakovenko informed the local newspaper: "The whole story started then one car owner spot a young thief in the car and catch him. We were around and I came with my workmate to detain this boy. Suddenly he started to cry loudly: “AUE! Freedom to thieves!” then we just began to put a hand cuffs on him. Around 10 youngsters came to us running and trying to attack me and my workmate. We were forced to shoot warning shots in the air and ask special police team for the urgent help and support.”

Zabaykalsky Krai (Transbaykal region). Town Shilka. Local orphanage of 400 children lost two boys because of suicide. Other two suicide attempts were stopped. (some sources mentioned 5 suicides in total). The investigation showed that the suicides were forced by blackmailing and racketeering of social relief money from pupils. Several AUE members with criminal background demanded money from others. Local traffic police after some chase managed to stop the car of former local orphanage student who use to collect the money from this state foster house and fill it on his bank account. The former convict (adult criminal), who has been driving the car, managed to escape since the policemen were surrounded by 8 youngsters which cut their hand veins and spoil the blood on the policemen and on the police car.

The Tatarstan Republic. City Kazan, district Yudino. 16 years old members of AUE together with older criminals trying to press one boy for money. He came to the meeting with his father but they killed both father and son, took the apartment keys then came to the flat and kill the mother, took all valuables. Investigations connected this gang with two previous taxi drivers murders.

2015:

The Republic of Buryatia. City Ulan-Ude, Sovetsky district. 12 years old boy was regularly beaten by 13-14 years old gang members – they demand “tribute” (5-100 rubles per day) for the “convict’s fund for ones who are in prison”. The boy was absolutely defenseless and close to suicide since he is from outside the city, has no friends or relatives except his mother who is working 10-12 hours per day. The local social service and activist saved him then he was close to suicide and reported the case to the police.

2016:

Zabaykalsky Krai (Transbaykal region). City Chita, KSK district. Police detained two 17 years old boys who have committed double murder. They represent themselves as AUE members but cannot provide any further information about the gang. They killed they 17 years old classmate (in the evening school) then killed his mother since they were suspicious that she knew with whom her son is going to meet before the death.

Transnational coverage on TV

AEU has reached the national TV and media headlines only after AUE teenagers attack a police station with stones and metal weapons in a small town Khilok (near city Chita – Transbaykal region). Several youngsters from foster home / (Boarding Facility for aggressive youth?) decided to free their mate from the police station (there he was escorted for being drunk and charged with by assault against policemen on duty) by force. The police station was damaged (all windows shattered, all signs removed, police cars damaged).

Then the parents of 9-th grade youngsters suddenly rebelled against AUE in the nearby village Novopavlovka (around 4000 inhabitants). They got enough: the beating of their kids and racketeering of “criminal tax” in school became a huge problem in the local society. The mobsters from AUE were severely beaten by parents in a harsh self-justice action. Then the mobsters fill the crime report in the police and the criminal case about this self-justice was opened. And the war began: AUE members throw threats of setting fires to the houses belonging to parents involved, some fires had actually started. The police station was stormed in the attempt to release one formed convict connected with AUE (which frightened the whole village).

According to some witness around 40% percent of the village's youngsters have joined AUE gang.

Internet and social networks

They are very well known in the net too: hundreds of Chita teenagers subscribed to the AUE groups on Russia's most popular social network VKontakte.[1] There are two user groups in social network VKontakte: «АУЕ Шпана» with 103000 members and «Криминальная группа. Бродяги. ABC7 BLACKBORZ АУЕ» - around 70000 members.[13]

2017: Expansion to Ukraine

Social networks became a way to expanse the AUE influence abroad, across the borders of Russia. There are around 40000 Ukranian members in user groups connected with AUE. Some shops in Ukraine openly selling T-shirts with AEU symbols.[14]

The official reaction:

The President Council for Civil Society Development and Human Rights has reported that AUE criminal organization took under the control educational institutions in 18 regions of Russia: Republic Buryatia, Moscow, Chelyabinsk, Ulyanovsk, and Tver regions, Zabaykalsky and Stavropol Krai.[15][16][17]

Military education affected

The AUE criminal activity has uncovered December 2016 in state military Guard cadet corps in town Usolye-Sibirskoye, Irkutsk region. One cadet escaped after mobbing and racketeering, ask a teacher for help, they both went to the police but the corps managers denied the whole story, the teacher was fired.[18] The director of the corps Igor Pimenov has been working as a prison director before and employed 17 former convicts for work in the corps.[19]

Analysis

The main reason for AUE gangs to be so cruel and fearless is their member's age: usually, they are below the lawful age. They had a strong sense of invincibility, they used to feel it. They widely use that invincibility as a threat before the crime (like: “you know, we can beat you and even kill you and they cannot punish us – we are underage anyway! So, your better pay now!) and as excuse later then they got caught by authorities (beaten by adults in self-defense).[20]

The AUE moral code forbids all and any cooperation with the police, other authorities. The AUE, first of all, trying to establish an obligation to collect “tax”, and simply building an alternative, parallel system of order and justice, as the adult criminal groups usually do.

The high police officials from MVD or Ministry of Internal Affairs (Russia) trying to play down the problem. For example, MVD official spokesman Mr. Dubov insisted during the hearing in Russian parliament (June 2017) that “nobody from these youngsters never ever has been in prison...” - quite a strange point since nobody of them could be imprisoned (theoretically and practically) since they are under lawful age! Mr. Dubov also reported, that “there is no real organization under AUE sign. Guys, then asked about the reason for being in such an organization, usually answer so: “There is no any organization. We just taught the name AUE from the net. I do not know what is the meaning of it. Everybody saying it and that’s why I am saying it too.” ” But the other (rival) branch of authorities – SK or Investigative Committee of Russia has an opposite point of view. SK senior chief deputy Mr. Komissarov said harshly to Mr. Dubov (during the same Parliament hearings):

       “I do not know where you are working, but you have absolutely no idea about the situation which is on the way.” He insists that the authorities were well aware of AUE six years ago. 
       “I have arrived at the same region (Transbaykal)… to the place where the 9-years-old boy was under systematic sexual violence. They all in the class had a school writing notebooks with criminal ranks and terms in it. All kids in that foster home had it written… All schools already during that time had criminal funds (convict’s treasuries) collected from pupils by AUE.”

The idea of such funds is simple, mocking the social security and pension system: the money collected from youth now directly going to the ones who are already in prison, and later you will be in prison (all AEU members believe that they will be in prison sometime) and the money from youngsters will be collected for you.[22]

Similarities with other youth gangs around the globe

1. Latin America

The closest similarity are underage crime gangs in Central America: first of all youth gangs connected with drugs trade in Mexico,[23][24] El Salvador,[25][26] Honduras and Guatemala,[27] then in South America: Colombia,[28] Venezuela[29] and Brazil[30][31][32][33] - favela gangs. They have similar to AUE criminal moral code, straight and cruel system of punishment and terror, which they use not only to the gang members but to all minors they want to force to serve in the gang, work on drug sale under gang’s supervision. They are mostly locals, from poor families, living in poor suburbs, nicknamed favela.

The great difference in comparison with AUE case is that these Latin American youth gangs always recruited and govern by adult gangs, well-known ones. The facts are widely known by local public, police, authorities and even abroad.[34][35][36][37]

Another difference is that AEU members usually keeping information about their membership in AUE in secret, especially from their parents and relatives. It’s opposite for the Latin American youth gangs: even if their parents are not working for adult gangs themselves they know quite a lot about their children activities for the gang. But parents have nor choice nor guts nor possibilities to prevent it, prefer to excuse the criminal activity as a way of life or as an only possible and unavoidable method of making money for living.

2. European immigrant youth gangs

So called “unaccompanied child migrants” or unaccompanied minors-refugees[38] which arrived in EU in tens of thousands during last 5-6 years. The problem is that they often form youth gangs and commit mostly sexual crimes, sometimes the mass crimes: We_Are_Sthlm_sexual_assaults[39] or violent crimes like Killing of Alexandra Mezher.[40][unreliable source?] [41] [42][43] [44] [45][46] [47] [48] More organized youth gangs in urban immigrant dominated so called “No-Go-Zones” are mainly connected with the drug trade and racketeering (among immigrants).[citation needed] Such gangs often makes a riots and literally blocking the whole districts from access then police detain their members for usual crimes, chasing them, collide with them on the streets - like it happens several times in France (2005 French riots - caused by events after three teenagers, chased by the police, climbed a wall to hide in a power substation and got electric shock which killed Zyed Benna and Bouna Traoré; Muhittin Altun suffered electric shock injury from the power station they were hiding in... [49] , 2007 Villiers-le-Bel riots - caused by deaths of two teenagers (Moushin S., 15, and Larami S., 16) then their motorcycle collided with a police vehicle, 2009 French riots, 2013 Trappes riots) and in Sweden (2008 Malmö mosque riots , 2010 Rinkeby riots, 2013 Stockholm riots, 2016 riots in Sweden, 2017 Rinkeby riots - caused by 20 to 30 masked men throwing stones and other objects at police, after the police arrested a man on suspicion of dealing drugs." [50] [51] [52]) and other European states (2006 Brussels riots , 2008–09 Oslo riots).[citation needed]

The main difference between them and AUE gangs is that the AUE members are locals and real underage. But the majority of “unaccompanied child migrants” are really adults 18, 20, 25, 30 and even 44 years old.[53][54] They have no documents to certify their age and lying about it, pretending they are underage to get an asylum status quick, then residence permit, housing, social care, social payments, free education, and immunity from the criminal penalty as a bonus. The logical state solution for that problem: the medical procedure of real age check (age assessment) for them is often postponed, shifted, dropped or even prohibited because of political correctness and claims that the procedure would somehow harm their human rights.[55] Then tested for the real age more than half of them found to be adults: around two-thirds of asylum seekers in the UK (for the year before September 2015) who had their age disputed were found to be over 18.[56][unreliable source?][57] There were 1481 age test made with so called “unaccompanied child migrants” in Sweden (during the period Mars-June 2017) and in 1215 cases the age examinations showed that their real age is above 18 years. [58] [59]

3. Gypsy (Romani people) theft gangs (leagues)

The theft gangs in EU using kids on the everyday basis, especially in pickpocketing.[60][61] Sometimes youth used in more complicated thefts.[62][63] The kids and youth are integrated into that criminal activity since their childhood mainly because of their parents.[64][65] They have no special organization or moral code known in the net or by outsiders (though it can exist, setting rules concerning their interactions with other Roma gangs).

But this organized youth crime has one huge difference with AUE gangs which has not only Russian in their members (all local ethnicities are represented in AEU gangs, no special ethnic preferences have been reported so far). Gypsy theft gangs (or leagues) and youth part of it are purely ethnic-organized crime groups with their own cultural roots, which are very distinct from the local population.
