The term doesn't mean 'Nazi party leader' (that would be something like ''Führer/Leiter der NSDAP'' or ''Parteileiter/Parteiführer''); Merriam-Webster defines it as "a district leader of the German National Socialist party formerly serving in his territory as provincial governor." So "Josef Wagner (Gauleiter)" is functionally equivalent to writing "Andrew Johnson (President)" or "Rudy Giuliani (Major)" or "Jimmy Hoffa (Labor Union Leader)".
