Transportation Technology Center, Inc. (TTCI) is a subsidiary of the Association of American Railroads (AAR) which serves its member railroads.[1] From 1982 to 2022, operations at the Transportation Technology Center (TTC) were managed by a public-private partnership under the "care, custody, and control" contract awarded to AAR; AAR formed its TTCI subsidiary in 1998, and TTCI has assumed the contract since then.

The TTC is a railroad equipment testing and training facility located northeast of Pueblo, Colorado, owned by the Federal Railroad Administration (FRA). It was built in 1971 as the High Speed Ground Test Center (HSGTC) for the Department of Transportation (DOT) and its original purpose was to test several hovertrain concepts. When those projects were completed in the 1970s, the site was handed to the FRA.

In March 2021, the FRA awarded the operations and maintenance contract to ENSCO, Inc., who will assume responsibility for research and development, testing, engineering, and training services at TTC from TTCI starting in October 2022. In addition, ENSCO will expand the use of TTC to support more general ground transportation research.[7] In April, TTCI announced plans to build a new, independent research facility in Pueblo after reaching an agreement with the Pueblo Economic Development Corporation (PEDCO).[8] The new facility would be in the Pueblo Memorial Industrial Park (next to Pueblo Memorial Airport) at 350 and 442 Keeler Parkway, employing 195 full-time employees; the economic incentive package included up to $4.3 million in rent abatement.[9]
