Gunung Mas Regency (Indonesian: Kabupaten Gunung Mas) is one of the thirteen regencies which comprise the Central Kalimantan Province, Indonesia. The regency seat is located at the town of Kuala Kurun. The population of Gunung Mas Regency was 96,900 at the 2010 Census (an increase from 74,823 at the previous Census in 2000);[2] and 135,373 at the 2020 Census.[3]

The regency existed for quite someitmes between 1965 to 1979 until it was absorbed to larger Kapuas Regency and downgraded into district status. Its status as a regency was restored following rapid decentralization and democratization following fall of Suharto. The regency is the 5th highest in the province in terms of Human Development Index.

History

Etymology

The regency name literally translates to "gold mountain".[4] The name origin came from the abundance of gold during Dutch East Indies era, especially around village of Sumur Mas, which the village's name literally translates to "well of gold". Around the village, a mountain is also named "Gunung Mas".[5] There are remnants of gold industry from colonial era seen today in the region such as abandoned factory chimneys and holes used to mine gold.[5][6]

Due to its colonial origin, there have been some call to change the name of the regency.[6][4] The local government argues that the name does not reflect motto of the regency, Habangkalan Penyang Karuhei Tatau, which is derived from local Ngaju language and local wisdom, while the regency name came from colonial legacy of the Dutch East Indies and hence should be changed.[6]

Erstellung

The regency came into existance first on 1 October 1964, when it was named Kahayan Hulu Administrative Regency. On 1 May 1965, the regency was renamed Gunung Mas Administrative Regency. This status as a regency however changed on 28 April 1979 when the regency's status was downgraded into subdivision of the larger Kapuas Regency. The title of the administrative head changed from a regent (bupati) to chief office of assistant for Gunung Mas region.[7]

The status of the region changed again after Reformasi, when it become district (kecamatan) which named Kurun District on 1999 before being returned again into regency status on 2002.[7] The regency was created back after being demanded by local figures, traditional Dayak chiefs, and residents of the region with "Declaration by Gunung Mas Society" (Indonesian:Deklasari Masyarakat Gunung Mas).[7] The declaration resulted in three points, which:

  1. To acknowledge Wednesday the 21st of March 2001 as the birth date of Gunung Mas Regency with the regency seat in Kuala Kurun.
  2. To demand central government of Indonesia to proceed with the creation of the Gunung Mas Regency in accordance of the law.
  3. Other matters to fulfill the requirements for the establishment of a regency as written in the Government Regulation No. 129 of 2000 will be processed in the shortest possible time.[7]

The declaration was read on 21 March 2001, and the creation of the regency finally came on 10 April 2002 based on Law Number 5 of 2002.[7]

Governance

Local government

The Gunung Mas Regency is a second-level administrative division equivalent to a city. As a regency, it is headed by a regent who is elected democratically. Heads of districts are appointed directly by the regent on the recommendation of the regency secretary. Executive power lies with the regent and vice regent while legislative function is exercised by the regency's parliament.[8][9][10]

Politics

The regency is part of 1st Central Kalimantan electoral district, together with Palangka Raya and Katingan Regency which together has 10 out of 45 representatives in the provincial parliament. On local level, the regency is divided into three electoral districts which in total has 25 seats of representatives.[11]

Economy

The regency's total GRDP on 2021 was valued at 3,619 billion rupiahs. Historically, the economic activities in the region was centered around mining especially gold.[6] Today, the main economic activity in the regency is agriculture and fisheries, while mining has been declining significantly. Agriculture and fishery made up 29.24% of the regency's GRDP on 2021, followed by construction with 11.89%, trade with 10.08%, and manufacturing with 8.25%.[14] The agricultural output from the regency includes 100,347 tons of palm oil, 1,152 tons of rice, in addition of 5,004 quintals of durian, 414 quintals of mango, and 730 quintals of banana.[14] The fastest growing sector on 2021 was that of interent and communication with increase of 18.43%, followed by electricity and gas with 15.59%, and healthcare with 9.71%.[14]

There are 15 banks operating in the regency on 2021. The regency has 218 cooperatives registered which was an increase of 2.83% from previous year.[14]

Transport

The regency is served by Sangkalemu Airport, located in town of Kuala Kurun. The airport has flight scheduled once a week to Banjarmasin.[18][19] The regency has total road length of 738.992 kilometers which connects it to city of Palangka Raya. However, the main road to Palangka Raya is often in poor condition due to lack of enforcement on vehicle weight limit that uses the road.[20] Other than that, the road also frequently experienced traffic jam.[21]
