Dolores Creel Miranda is a Mexican politician. The most prominent position she has held was her 20002003 appointment as director for special projects of the National Council for Culture and the Arts (CONACULTA).

On 13 April 2004 opposition congressmen from the Party of the Democratic Revolution ("PRD") filed for criminal charges to be brought against her, accusing her of misappropriation of public money (in the amount of some MXN $2 million) while she held that job. They claim, for example, that she went to India to make a documentary about Octavio Paz and stayed in luxury hotels, and that nobody ever saw the film she made. Also, she is named as the producer (or director or script writer) of 80% of all the films that the special project's office made when she was there – which they interpret as meaning that she was using public funds for her personal projects. The "Auditoría Superior de la Federación" (the federal comptrollers' office) has also said that creating the special project office in the first place was in breach of established regulations.

She is the sister of Santiago Creel, the former interior minister in President Vicente Fox's cabinet who is currently campagining to be the National Action Party's candidate in the 2006 presidential election.
