David Duvall Orr, more popularly known as David Orr (born October 4, 1944), is a United States politician who served as interim acting Mayor of Chicago from November 25 to December 2, 1987 upon the sudden death of Mayor Harold Washington. A member of the Democratic Party, he has served as Cook County Clerk since 1990, responsible for the third largest election district in the United States.

Orr is a graduate of Simpson College in Indianola, Iowa.
