The suburb of Highbury has had the most gang-related, violent crime incidents (including shootings, serious assaults and stabbings) nationwide in the past decade.[citation needed] Members of the Highbury community have attempted to alleviate the negative aspects and perceptions of the suburb, but it's violent past has made it known to other residents of Palmerston North as the most dangerous part of the city.[according to whom?]

The main event which led to a series of violent offenses occurred on Waitangi Day, 2002.[citation needed] A Black-Power "prospect", aged 16, was fatally shot by a member of the Mongrel Mob gang.
