The Raft is a fictional island prison facility appearing in comic books published by Marvel Comics. The prison is depicted as being located in New York City and intended for housing psychopathic superhuman criminals (predominantly supervillains).[1] Created by writer Brian Michael Bendis and artist David Finch, it first appeared in Alias #26 as the "Maximum-Maximum Security" facility of the Ryker's Island Maximum Security Penitentiary, a fictionalized version of New York's Rikers Island.

History

The Raft is an island near Ryker's Island.[2] It is a prison designed to hold any manner of super-powered individual, and is located just off the coast of New York.[3]

In New Avengers #1, the Raft was used as a staging ground for a large-scale prison break. Electro is hired by an unknown sponsor to drain the generators powering the facility, thus shutting down the security system and freeing the super powered inmates. A battle ensues, with heroes Spider-Woman, Captain America, Spider-Man, The Sentry, Daredevil, Luke Cage, and Iron Man defending themselves against the likes of Mister Hyde, Hydro-Man, and Purple Man, among others.

During the breakout, forty-two inmates escape from The Raft. Captain America and Iron Man form the New Avengers from the heroes present at the breakout (save for Daredevil who due to personal reasons does not wish to join) in order to recapture these fugitives. Thus, the Raft serves as a catalyst for the formation of the New Avengers team, and the jumping point for an on-going series of stories to be depicted in the New Avengers comic book series.

A number of prisoners seen in the Raft are characters who had undergone numerous changes in appearances[4] or characterization (such as Silver Samurai). However in New Avengers, they are portrayed as having reverted to their earlier appearances and behaviors. The reason for this mass reversion is not explained. Furthermore, many of the inmates were previously believed to have died in past story lines such as Cutthroat and Graviton. Various Marvel creators (including writer Bendis) have stressed that these behavioral and physical anomalies are not continuity errors, but the grist of a future storyline (see Secret Invasion).

During the 2010 "Heroic Age" storyline, John Walker becomes the warden of the Raft and Luke Cage's Thunderbolts are headquartered here. The team is made up of inmates who have been given a chance to reform, they still live with the general population of the prison but are given special privileges like being able to leave for missions.

During the 2011 "Fear Itself" storyline, one of the hammers dropped by the Serpent falls in the Raft which causes massive destruction to the facility. Juggernaut picks up the hammer, which transforms him into Kurrth: Breaker of Stone. The transformation destroys the Raft completely.[5] During the Raft's destruction, Purple Man makes his escape.[6] Some other inmates escape as well.[7]

Mayor J. Jonah Jameson does his final inspection of the Raft before the execution of Alistair Smythe. Mayor J. Jonah Jameson is told that all of the Raft's inmates will be transferred once the Raft is shut down. The Superior Spider-Man (Doctor Octopus' mind in Peter Parker's body) is brought in to see that Alistair Smythe's execution goes off without a hitch.[8] Following the death of Alistair Smythe, the Superior Spider-Man blackmails Mayor J. Jonah Jameson with the recording of Jameson ordering Spider-Man to execute Alistair Smythe in exchange for the Raft to be made as his new headquarters which will be renamed "Spider-Island 2". The Superior Spider-Man is later seen ordering uniforms for "Henchman." He even builds an unknown device as he declares this will be his legacy and no one will stand in his way.[9]

Security features

As revealed in New Avengers #1, The Raft is on an island separate from Ryker's Island. The Raft has eight underwater levels of cells. Each cell is surrounded by thick steel and lined with adamantium. The cells have no windows; instead, each cell door has a video camera monitoring the inmate it houses. The video surveillance is two-way, allowing for the inmates to see who is looking at them. The inmates' powers are neutralized and they are allowed no human contact.

All civilian visitors, superpowered or not, must have a superpowered S.H.I.E.L.D. agent escorting them, and the facility is manned by 67 highly trained, armed S.H.I.E.L.D. agents.

In other media

The Raft appears in the animated TV series The Avengers: Earth's Mightiest Heroes. It is the fourth of the four major supervillain prisons (the others being the Vault, the Cube, and the Big House), and the most secretive, with even most S.H.I.E.L.D. members being unaware of its existence. While the other three prisons specialized in inmates with certain power types, the Raft seemed to be reserved for only the worst of the worst. In this series, the name "the Raft" is explained by having the prison be built on the seabed, with an elevator to surface level coming out in the false shell of a barge floating in the waters above it. Known inmates of the Raft include Baron Heinrich Zemo, Purple Man, Graviton, and an unspecified white beast that might be Wendigo. In "The Breakout" Pt. 1, it is one of the four major supervillain prisons mentioned in the first episode of the series as a successful mass breakout is staged by Loki. Even as the other prisons lost all their prisoners, Nick Fury's top priority was still to try and contain the Raft which also failed.

In the 2016 film Captain America: Civil War, The Raft is a prison designed to hold super-powered individuals, placed in the middle of the ocean.[3] When Captain America's Avengers allies are defeated in the airport battle scene, they are imprisoned in the underwater facility known as "The Raft".[2]
