Centinela is not a true diagonal street, it just conforms to the grid (mostly)

- It runs north-south on the west side, but east-west on the south side. The design I proposed below would fix this problem.

Reorganize?

I was thinking about reorganizing this template into "boroughs" like the neighborhood templates. It would make the north-south/east-west configuration easier, and people looking at it would actually have an idea where the streets were. I'll have a mock-up on my userpage.
