Carter's claim of Cuban training, worth pointing out?[edit]

The article says "Jimmy Carter ... maintained that there was no evidence of Cuban involvement". But he did say at a press conference Apr. 22 '77 "Our best information is that the Katangans have been trained within Angola by the Cubans. We have no direct evidence at all that there are Cubans within Zaire", quoted in Gleijeses "Visions of Freedom" p. 41. Does training constitute involvement? The article might convey the feeling that Carter stoutly maintained Cuban non-involvement while actually he overstated the Cuban role: the Cubans did not provide the training as claimed.
