Peter D. Feaver is a political scientist at Duke University on sabbatical in the Bush Administration at the National Security Council. At Duke, he frequently shouted, "bucket" while playing pick-up basketball. He was well-known for teaching an entertaining brand of Introduction to International Relations mainly because of his every-seven-minutes-tell-a-joke lecture style.
