Origin of the refuge

The article doesn't make clear that the initial national momument designation was intended from the beginning for it to become a wildlife refuge. I was sent out to King Salmon in the fall of 1978 by the USFWS, even before the monument was created, to act as a caretake for National Marine Fisheries service facility there that was being considered for transfer to serve as the new headquarters. I left King Salmon early in 1979 and the FWS had not begun any onsite management at that time. I'm not sure it is all that relevant to the article, though.
