To help uploaders of fair-use images and to help Wikipedia not lose possibly free images.

Inspired from Wikipedia:Administrators' noticeboard#Non-free images that do not identify the copyright-holder.

Reasons?

  • Uploaders may be more likely to give more information, maybe saving work for image patrollers
  • location of original work (country) helps copyright determination
  • more information might help future readers discover whether copyright has in fact expired
  • for those cases found to be copyright expired cases, more information simplifies moving to Wikimedia:Commons

Details

  • when uploader clicks "promotional photo" or "historically significant fair use image" on Wikipedia:Upload:
    • display a well-filled-in example such as File:Pepper's.jpg
    • add a Preview button
    • make the Step 3 text match the template Template:Non-free use rationale, make the parameter order match, maybe also make the fields link to the template description? Suggested Step 3 text:
      Write a clear description for the image you are uploading in the "edit summary" box. This must contain:
      • Description = description of the copyrighted material; what it shows
      • Source = Where you acquired the copyrighted material, or how you regenerated it; the full name of the author(s) or the copyright holder; the exact source of the image, such as the URL giving the location on the World Wide Web from where you downloaded it; location where the original work was created; year the original creator died
      • Article = the name(s) of the article(s) in which this image is to be used;
      • Portion = How much copyrighted material is used? The amount used must not make the work as a whole less valuable to the copyright holder.
      • Low_resolution = Is the material in a lower resolution that would be unlikely to impact the copyright owners ability to resell ...
      • Purpose = How does the media contribute significantly to the article(s) in which it is used? The use of the media must not interfere with the media's original purpose.
      • Replaceability = Explain why no free equivalent could reasonably be obtained or created to replace this media.
      • other_information = provide any other information that justifies the current use of this non-free media.
      • (unsure) Use fields Purpose, Replaceability and other_information to give an explanation (called a "fair use rationale") of why the use of this image in those specific articles is allowable without permission from the copyright holder.
  • add fields from {{Information}} such as Date and Author?

Even more half-baked ideas

  • Link to possible placeholder free images that could be used if a particular non-free image was rejected.
  • Encourage uploaders and fair-use users to look at articles on wikipedia that do not accept fair-use (for example German) to see which images they use.
  • Suggest alternatives such as a sketch, or plaintext.
  • A fan-made costume of a copyrighted character might be more acceptable to the english wikipedia than fair-use (but see Commons:Image casebook#Costumes and cosplay for lack of consensus)
