On 3 May 2023, a student opened fire on students and staff at Vladislav Ribnikar Elementary School [sr] in the Vračar municipality of Belgrade, Serbia, killing nine people (eight students and a security guard) and wounding seven (six students and a teacher). The police arrested the suspected shooter, who was later identified to be a 13-year-old boy.

Background

Serbia has strict gun laws,[note 1] but nevertheless has one of the world's highest gun ownership rates per capita.[3] In 2021, with an estimated 39 privately owned guns per 100 people, Serbia was the third-ranked country globally in this statistic, behind the United States and Yemen.[4] Along with a culture of gun ownership and many households keeping war trophies from the earlier 20th century wars, following the Yugoslav Wars in the 1990s, illegal weapons became widespread in some of the region's countries.[3][4][5]

Mass shootings are extremely rare in Serbia, as in the wider Balkan region.[6] There have been three earlier mass shootings in the 21st century: the 2007 Jabukovac killings during which nine people were killed and five were injured, the 2013 Velika Ivanča shooting, in which 14 people were killed, and the 2016 Žitište shooting, in which five people were killed and 22 injured.[5] In 2019, there was an attempted school shooting in Velika Plana, though the perpetrator was stopped after shooting two bullets in the ceiling.[7][8]

Shooting

The shooting began around 8 am on 3 May 2023.[9] According to the Ministry of Internal Affairs, after entering the Vladislav Ribnikar Elementary School, the shooter student Kosta Kecmanović immediately pulled out a pistol from his bag and shot the security guard and then the pupils that he saw in the hallways. He then entered the history classroom where he first shot the teacher and then randomly at other pupils.[3] The suspect contacted police at 8:42 am while in the courtyard,[10] according to the ministry at a press conference.[5][11] The suspect was in possession of a Zastava CZ99 pistol and a "small calibre pistol", along with four Molotov cocktails.[3][12][13] The Njegoševa Street was closed down after the shooting.[14]

Casualties

The shooting resulted in the deaths of eight students; seven girls and one boy, and a security guard.[15][16][17] One of the deceased students was a French national, according to the French foreign ministry.[18] Six students and a teacher were also injured and were treated in the hospital, according to a statement from the Ministry of Internal Affairs.[5][19][20]

Three teenagers, two boys and one girl, were shot and taken to the University Children's Clinic Tiršova.[5][21] The boys were in a stable condition, with gunshot wounds to their lower extremities, while the girl had a severe head injury and underwent surgery.[22] The boys and the teacher were later reported to be in a stable condition.[23]

Suspect

The suspect, born in 2009, was arrested by police in connection with the shooting.[24] The suspect is alleged to have used his father's gun.[11][13][25] His father legally owns the guns.[3] The authorities are investigating the motives behind the attack. The shooter was described as a quiet, good pupil who recently joined the class.[5] School bullying and low grades were cited as potential motives.[15][26] According to the Ministry of Internal Affairs, the suspect had planned the shooting for a month. The shooter reportedly had a list of priority children to target and had planned which classrooms to enter first.[19][5][11] The ministry also reported that the suspect trained at a shooting range with his father.[27]

The Higher Public Prosecutor's Office in Belgrade later identified the suspect to be 13 years old, meaning that he could not face criminal or misdemeanor charges.[28][29] His father, who was along arrested along his mother shortly after the shooting,[13] has been detained for up to 48 hours.[28][30] According to the law, the suspect could not be sent to a juvenile prison due to being a minor and could only be transferred to a different school due to being younger than 14.[31] President of Serbia Aleksandar Vučić addressed the public about the shooting later on the day of the shooting,[32][33] announcing that the suspect was placed in the Clinic for Neuropsychiatry.[34]

At a press conference, Education Minister Branko Ružić announced a three-day national mourning period from 5 May and also announced a suspension of classes for the rest of the day, while the Health Minister Danica Grujičić announced that the Institute for Mental Health would organise two telephone lines for those who feel the need for psychological support.[35][36] The National Theatre in Belgrade also announced that it would suspend all activities until 7 May.[37]

A blood donation for the wounded pupils was organised at the Transfusion Institute following the shooting.[38][39] Hundreds of citizens, including the parents of the students of the elementary school, gathered in front and around the elementary school after the shooting.[14][40] They later protested in front of the buildings of the Ministry of Education, where they demanded Ružić's resignation,[41] and Ministry of Health.[42] Citizens of Novi Sad have also gathered in the city's centre, at the Monument of Svetozar Miletić.[43]

Reactions

Vučić addressed the public about the shooting later in the day, saying that he would propose new gun measures to the government, including lowering minimum age of criminal responsibility from 14 to 12.[44] The UNICEF branch in Serbia said that school "is not a place for violence of any kind" while the Serbian Patriarch Porfirije described it as a "catastrophe".[45][46]

At the press conference, Education Minister Ružić said that "the cancerous, pernicious influence of Internet video games, so-called Western values, is evident in the shooting".[47] He received criticism from Tamara Milenković Kerković, a Dveri MP, who called for his resignation, as well as from the Independent Union of Educators of Serbia, which also called for his resignation and announced that it would suspend work in all schools from 4 May.[48][49] The Education Trade Union of Serbia announced that it would organise a general strike, starting on 5 May, and called on the government to "create conditions for a normal and safe life of children and employees in the educational system".[50][51] Former Education Minister Srđan Verbić expressed his opposition to the dismissal of Ružić but said that "it would be good for the whole situation if he offered his resignation as a personal act", while Mladen Šarčević said that the shooting "primarily occurred due to the carelessness of the parents".[52][53]

The Serbian Party Oathkeepers demanded an urgent session of the Education Committee at the National Assembly of Serbia, while the Movement for the Restoration of the Kingdom of Serbia called for all reality shows that glorify violence to be banned.[54] The Mayor of Belgrade, Aleksandar Šapić, expressed his condolences, adding that the city government would "provide any kind of help the families need".[55][56]
