Since 2007, the article has contained the header warning of insufficient citations. Like many WP articles essentially written/expanded in that era, no thought was given to including citations. Attempts to retrofit citations to existing content is virtually impossible for such a detailed piece. Furthermore, a careful examination of Morfitt's report indicates that several of the statements attributed to that citation do not even exist in the content of the audit report or are oversimplifications. For practical purposes, new research needs to be conducted on the subject matter and the article largely rewritten with reliable inline citations.
