Hey there, as stated in the text Rabat is used by the locals, the other name never is. But the English when they ruled used Victoria. This is actually a difficult issue for all of Malta, often the only maps available only have the english names that were attempted to be imposed everywhere including for individual streets. The actual streetsigns are only in Maltese, so for practical reasons, at least pertaining to streets, I always try to find the Maltese names. On maps I have seen it does actually say Victoria and in brackets Rabat, and Victoria does remain the official name.
