Welcome to e-snaps! The application and grants management system for HUD’s Continuum of Care (CoC) Program. This system supports the CoC Consolidated Application – CoC Application, CoC Priority Listing, and project applications for the CoC Program Competition. It also supports the Technical Submission process for project applications conditionally selected for award.

The e-snaps system is to be used by authorized persons only. If you are an authorized user, please log in by entering a valid user name and password. If you are not an authorized user and need access to e-snaps on behalf of your Continuum of Care as a Collaborative Applicant or project applicant, you may request a user name through the Registration process.

The information collection requirements contained in this application were submitted to the Office of Management and Budget (OMB) for review under the Paperwork Reduction Act of 1995 (44 U.S.C. 3501-3520). This agency may not collect this information, and you are not required to complete this form, unless it displays a valid OMB control number with expiration date.

Information is submitted in accordance with the statutory and regulatory authority for the CoC Program. The information will be used to register CoCs, review and assess eligibility and quality threshold rate of applications, select and conditionally award CoC Program grants.

Selection of applications for funding under the Continuum of Care Program are based on rating factors established in the Notice of Funding Opportunity (NOFO), published annually to announce the Continuum of Care Program Competition. The information collected in the application form will only be collected in accordance with each year’s Competition.

Public reporting burden for this collection is estimated to average 1 hour for basic registration, 15 hours for Unified Funding Agency (UFA) designation registration, and 10 hours for High Performing Community (HPC) designation registration per response, including the time for reviewing instructions, searching existing data sources, gathering, and maintaining the data needed, and completing and reviewing the collection of information.


CoC Program Application:

Public reporting burden for this collection of information is estimated to average 84 hours for the CoC Application and CoC Priority Listing and 8.3 hours for the project application per response, including the time for reviewing instructions, searching existing data sources, gathering, and maintaining the data needed, and completing and reviewing the collection of information.

Public reporting burden for the collection of information is estimated to average 8 hours per response, including the time for reviewing instructions, searching existing data sources, gathering, and maintaining the data needed, and completing and reviewing the collection of information.


To the extent that any information collected is of a confidential nature, there will be compliance with Privacy Act requirements. However, the Continuum of Care Program application does not request the submission of such information.

System of Use Notification
This system is the property of the U.S. Department of Housing and Urban Development. Misuse or unauthorized access to this system may be subject to the provisions of the U.S. Federal Criminal Code (18 USC 1030. Fraud and Related Activity with Computers). Access to the HUD network and resources requires the use of an authorized HUD user account number and password. This information is sensitive and must never be shared with anyone at any time. Doing so increases the risk of access by an unauthorized person posing as you. Authorized personnel will also treat information about HUD resources (i.e., system names, technologies employed, etc.) as sensitive and will not reveal it to unauthorized personnel.
