Azure lighthouse workspace requirements correct?

On the page: https://github.com/MicrosoftDocs/azure-docs/blob/main/articles/lighthouse/how-to/monitor-at-scale.md
it states:
"Workspaces created in customer tenants are required in order to collect information from diagnostic settings."

But I could access the customer tenant resource group and create a diagnostic setting for a resource and send to an workspace on my Litghthouse tenant.
