On September 13, SPF, Japan International Labour Foundation, Nogezaka Glocal, and the Ministry of Education of Thailand signed a Memorandum of Understanding (MOU) launching a project to help children of migrant workers enroll in public primary schools in the pilot areas of Prawet District, Bang Khun Thian District and Bangborn District, Bangkok Metropolitan and Tapma Municipality, Rayong Province. By sharing experience between Japan and Thailand, this project seeks to develop a model to encourage social integration of the children of migrant workers not only in Thailand but across ASEAN.

[Event Report] Sino-America-Japan Track 2.0 Dialogue: Competition and Cooperation On Thursday, September 5 and Friday, September 6, the Sasakawa Japan-China Friendship Program of the Sasakawa Peace Foundation, the Grandview Institution, and PAX sapiens co-hosted the "Sino-America-Japan Track 2.0 Dialogue: Competition and Cooperation" in Tokyo. This dialogue brought together more than 30 experts including ambassadors, generals, and professors from the three countries for frank and lively discussions on global and regional security. A welcome reception was also held on the final day of the program, hosted by Mr. Takeju Ogata, president of the Nippon Foundation.

On August 31, RADM (ret.) Katsuya Yamamoto, Program Director of the Security Studies Program, had the honor of giving a lecture on "Maritime Security" to senior officials of the National Police, Coast Guard, Judiciary, and vice mayors of local government at the Philippine Public Safety College (PPSC). Prior to and following the lecture, Mr. Yamamoto exchanged views on the regional security situation with Hon. Irineo Espino, the Undersecretary of National Defense, and Gen (ret.) Recardo De Leon, the Director General of the National Intelligence Coordinating Agency (NICA). After the lecture, Mr. Yamamoto was asked to become a visiting fellow by Gen (ret.) Ferdinando G. Sevilla, President of the PPSC.

On August 30, RADM (ret.) Katsuya Yamamoto, Program Director of the Security Studies Program, was invited to the Philippine Coast Guard Strategic Studies and International Affairs Center (CGSSIAC) for a briefing and discussions. The CGSSIAC conducts research on strategic national and international issues that have significant impacts on and implications for maritime security to heighten awareness and provide constant inputs to internal and external stakeholders.

RADM (ret.) Katsuya Yamamoto, Program Director of SPF’s Security Studies Program, participated in the U.S. INDO-PACIFIC COMMAND INTERNATIONAL MILITARY LAW AND OPERATIONS CONFERENCE (MILOPS 2024) in Manila, Philippines, from August 27-30. This event, under the theme of "The Future of the Indo-Pacific: Partnering to Defend Sovereignty," brought together legal officers from military and maritime law enforcement agencies of some 30 countries, experts from universities and think tanks, and the International Committee of the Red Cross. RADM Yamamoto served as a panelist in the session “How are States Cooperating to Defend Sovereignty, Sovereign Rights and the Rules Based International Order for a Free and Open Indo-Pacific.” Photos courtesy of INDOPACOM

On August 27, SPF and the Italian Navy hosted a special seminar at the Tokyo International Cruise Terminal titled "Underwater: How to enhance the awareness and its sustainable use" 🌊 alongside the port call of ITS Amerigo Vespucci and ITS Cavour. 🚢 Panelists explored the underwater environment from various angles—security, technology, and governance—highlighting growth opportunities and the rising importance of security and defense in the underwater domain. Discussions also emphasized the strengthening ties between Japan and Italy. Experts from Japan and Italy spoke at the event, including Chief of Staff of the Japan Maritime Self-Defense Force Admiral Akira Saito and Deputy Chief of the Italian Navy Admiral Giuseppe Berutti Bergotto. SPF President Atsushi Sunami concluded the seminar with closing remarks. 🎙️ We extend our thanks to all the speakers, attendees, and organizers for a successful event! 🙏

🎧SPF World Views Podcast🎧 Translating Japan's war records into English, featuring Dr. Haruo Tohmatsu, Professor of Diplomatic and War History at the National Defense Academy Eighty years ago in the spring of 1944 on the border between modern day Myanmar and the states of Manipur and Nagaland in Northeast India, Japanese and British forces fought in what is regarded as some of the fiercest clashes of WWII. The Battle of Imphal and the Battle of Kohima are now regarded as one of the crucial turning points in the Asia-Pacific War, marking a brutal defeat of Japanese forces as they sought to invade India. In this episode, we speak with Dr. Haruo Tohmatsu, Professor of Diplomatic and War History at the National Defense Academy. He led the project to create an English translation of a selection of Japan's war records (called the Senshi Soshi in Japanese) covering the Japanese campaign in Northeast India. On August 24, SPF presented its initiatives for promoting sustainable blue economies in Africa and Japan-Africa partnerships at an exhibition held alongside the TICAD Ministerial Meeting in Tokyo.
